The State Duma of the Russian Federation introduced a draft law on extraterritoriality of public services provision

By virtue of the relevant decree of the Government of the Russian Federation of 23.05.2017 No. 980 a draft federal law on amendments to the Federal law "On organization of the provision of public and municipal services, prepared by the Ministry of Communications of Russia" was introduced into the State Duma.

The Bill proposes to introduce extraterritorial principle of providing public services. Applicants will be given the opportunity at their own choice to submit documents and receive the results of state services in any subdivision of the federal body of executive power authority of the state non-budgetary fund or in a multifunctional center within the Russian Federation regardless of place of residence or place of stay.

In general, the Bill is focused on increasing the availability of public services, reducing material and time costs of citizens, as well as allowing federal authorities to be more responsive to the objective needs of citizens in obtaining public services.

It is expected that these changes will come into force from January 1, 2018.
