The draft laws, adopted by the State Duma in the second reading, will be evaluated for the regulatory impact

The Russian Ministry of Economic Development elaborated the draft decree of the Government of the Russian Federation "On introduction of amendments to certain acts of the Government of the Russian Federation on the issue of regulatory impact, aimed at improving law - making activities. 

The project provides for the possibility of carrying out Regulatory Impact Assessment (RIA) for the draft laws adopted by the State Duma in the second reading.

Projects subject for RIA will be determined by the State Duma and will be sent to the Ministry of Economic Development by the Government Administration within 2 days.

The term of preparation of the opinion by the results of RIA  will be 12 working days (5 of which will be allocated for public discussions of this initiative). 

Draft conclusions according to the results of the evaluation will be signed by the Minister of Economic Development of the Russian Federation, approved and sent back to the State Duma of the RF by Chairman of the RF Government or his Deputy.

The procedure of carrying out RIA in the State Duma and its rather short timelines in many aspects reflect a response to the growing need for operational acceptance of mature decisions and will allow the RIA institution to make a new serious round of development.
