The event, chaired by the Prime Minister of the Russian Federation - Dmitry Medvedev has passed today in Kazan at the site of the Institute of fundamental medicine and biology of FSC. The meeting of the Presidium of the Presidential Council for economic modernization and innovative development of Russia was attended by President of the Republic of Tatarstan - Rustam Minnikhanov.
During his speech Dmitry Medvedev noted that about 3 thousand of innovative enterprises were established in Russia since 2009. Most of them - 2.7 thous. -work on the basis of 307 Russian universities.
"We have been working for already ten years on developing technological entrepreneurship in our country. According to the Federal law of August 2, 2009, it is allowed in Russia to create on the basis of the universities and scientific organizations the innovative enterprises, which are engaged in commercialization of the results of intellectual activity. This law, in other words "hit the box office". Young scientists, graduate students may receive not only research experience, but also solve applied problems, try their hand on the business organization, said the Prime Minister of Russia.
According to him, this work did not produce even 10 per cent of the calculated return: "It is required to understand the potential demand in order to make start ups more successful. No one better than industrial companies can understand it. And they must see in students not only the general staff, but also in general entrust to project teams the solution of technological problems ".
Dmitry Medvedev added that there was a whole range of incentive measures to solve this problem. In particular, the subsidy program for researches in the field of technologic development of universities and research centres, the program of mega grants was implemented. "During the five years of this program 200 laboratories were created, with 5 thousand scientists, researchers, more than 700 students, 900 graduate students working in it. These measures have played their role", said Dmitry Medvedev.
