20 years anniversary of State Unitary Enterprise “RT Agency for State Procurement”

SUE “Agency for state order, investment activity and interregional relations of the Republic of Tatarstan” (further Agency, RT SOA) was established in accordance with the Republic of Tatarstan Cabinet of Ministers Resolution of 29.04.1997 #359.

Practically from the very beginning, one of the activities of the Agency was Republic state purchases support.

But the time period began in 2002 should be highlighted separately. There was an active introduction of purchases information support new resources into procurement practice:

- the Republic of Tatarstan official website for publication of information on state and municipal purchases (procurement notices, procurement committee minutes, statistical information and some other information);

- register of state and municipal contracts.

In 2004, in accordance with the Republican Cabinet of Ministers’ decision an electronic platform allowing purchase procedures (auction) using the Internet network was put into commercial operation.

In 2006, the electronic platform was adapted to the Federal Law # 94-FZ requirements and until 2009 this site functioned successfully; more than 40% of all contracts in the Republic were concluded on the basis of electronic auctions.

In 2009, in accordance with Vladimir Putin, Chairman of the Government of Russia’s Decree, three organizations, including RT SOA, were entrusted to carry out all-Russian pilot project for control of auctions conducting in electronic format new rules.

The successful results of this work allowed beginning commercial operation of five electronic sites, including the Republic of Tatarstan site zakazrf.ru, operated by the Agency, already in 2010.

These sites continue to operate up to now.

Also, RT SOA provides services as an operator to legal entities in accordance with the Federal Law # 223-FZ “On conducting procurement procedures in electronic format - competition, auction, request for proposals, request for quotations”.

In addition to tracking purchases regulated by these federal procurement laws, RT SOA has developed Republican system of procurement tracking - Electronic Goods and Information System of the Republic of Tatarstan (EGIS RT), which includes information on product purchase contracts used for implementation of various programs: capital repairs of housing stock, capital repairs of educational institutions etc.

The mechanisms incorporated in this system facilitate saving of finance funds.

Currently, the Agency also deals with small and medium-sized businesses (SMEs) support systems, including Small and Medium Business Information Portal smb.tattis.ru, electronic product catalogue tracking, and monitoring SME entities’ supplies.

For the purpose of purchases and sales system further development, carried out in the course of organizations - regulated customers economic activities, as well as development of electronic commerce in the Republic of Tatarstan, the Agency has developed a concept of new automated system – “Republic of Tatarstan Stock Exchange”. At present, the resource is constantly functioning.
