Yakov Geller spoke in the panel discussion “State purchases of the Russian Federation constituent entities as regional commodity producer support mechanism” within the framework of KEF-2017

The Government of the Russian Federation will be contributed suggestions on amendment of contract system legislation, facilitating local producers’ regional procurement activities.

The corresponding initiatives were discussed by “State purchases of the Russian Federation constituent entities as regional commodity producer support mechanism” panel session participants, held on April 20 during Krasnoyarsk Economic Forum.

Representatives of entrepreneurs’ public associations, antimonopoly authorities, state order agency heads of some regions and small and medium-sized enterprises took part in the discussion.

Sergei Gabestro, public procurement ombudsman and moderator of discussion has informed that in 2016 the volume of state and corporate purchases in the country reached 32 trillion rubles, which makes quarter of total GDP of Russia.

Access to procurements is available for half a million of legal entities, i.e. less than 10 percent of their total number (5.6 million).

This situation is to be changed. More enterprises shall have opportunity to participate in bidding under the contract system, thus it will stimulate country's economical development.

Yakov Geller, General Director of SUE “Agency of the State Order, Investment and Interregional Relations of the Republic of Tatarstan” in his turn said that the local business development will be facilitated not by quotas, but by formation of prequalification mechanisms followed by goods and services certification development. In general, panel session participants have agreed that the existing contractual system of public procurement shall be improved.

Preference for Russian Federation constituent entity’s companies is one of the forms. At the same time, this initiative will be discussed at other KEF venues as well.

The proposals put forward at Krasnoyarsk forum will be used by Boris Titov, Russian Federation business ombudsman, in preparation of the report to the President of the country, and which afterwards may become basis for instructions to federal authorities.
