Ministry of Economic Development of Russia suggested authorizing MFC to receive tax payments

Ministry of Economic Development of Russia plans to develop the corresponding draft law this year.

Currently, MFCs are not allowed to receive payments on a direct basis: one can make payments only through specially installed ATMs or terminals.

The Ministry of Finance of the Russian Federation has developed draft federal law authorizing MFC to receive state duties’ payments on provided services on an independent basis.

Ministry of Economic Development of the Russian Federation suggested also including tax payments in this draft law, but following the results of the discussion in the Government of Russia, it was decided to formalize this proposal in the form of a separate draft law.

It is intended that MFC will be equipped with separate windows and operating cash desks for receiving taxes and duties payments.

According to Ministry of Economic Development of the Russian Federation, receiving such payments will be an additional opportunity and not an obligation for the MFC, since cash and non-cash transactions implies that the premises shall meet strict enough requirements set by the law.

Ministry of Economic Development of the Russian Federation believes that this functional will be much-in-demand, first of all by large MFCs in big inhabited localities.

The draft law on authorization of MFC to receive cash in or towards tax payment will be developed by Ministry of Economic Development jointly with Ministry of Finance and Ministry of Justice of the Russian Federation and submitted to the Government of the Russian Federation by autumn 2017.
