On March 3, 2017 the Russian Government approved the draft bill on ratification of the protocol on the rules and procedures of state procurement between the CIS States.
It is indicated in the document that the legislation of the member countries should be brought into line with the provisions of the protocol before January 1, 2018. In particular, by this time the parties will have to ensure transition to electronic procurement (including filing, summing up and conclusion of the contract). On the second stage (until January 1, 2019) it will be necessary to implement technologies, ensuring openness and transparency of procurement and compatibility of technology platforms. In particular, each party shall select a platform through which the procurement will be carried out, launch a single Web portal for publishing the data on state order, as well as publish the registers of unfair suppliers. The document will not apply to purchases by central banks and contracts that constitute a state secret. There are restrictions established for security of the application (no more than 5% of the initial contract price) and execution of the contract (not more than 30%).
It should be reminded that the electronic auction is the sole procurement procedure realized electronically, in accordance with the law on contract system (44-FZ) in Russia at the present time At the beginning of this year, the Russian Government submitted to the State Duma amendments to 44-FZ on the full transfer of the procurement procedures in the electronic form.
Moreover, earlier the Russian Federation and Belarus have already organized mutual recognition of electronic signatures, necessary for participation in the procurement.
