The Republic of Tatarstan for the third year in a row has been one of five leaders in the rating of regions on the quality of implementation of regulatory impact assessment (hereinafter – RIA) in the constituent entities of the Russian Federation together with the Ulyanovsk and Leningrad Regions, Khabarovsk and Krasnodar Krays.
The rating for 2016 was formed by the Ministry of Economic Development of Russia on the basis of a methodology containing a number of blocks, used for calculating the obtained points.
The leaders of the rating were able to obtain their places through a series of complex of factors, ensuring the proper level of the procedure. This, including the advanced technologies of the analysis of draft acts, including the monetary evaluation of possible benefits or costs from the projected regulation, the extension of RIA to the level of the legislation, and an active position in local authorities, usage of specialized portals allow you to make the process maximum open and available to any user.
But the main thing is the active response from experts, sending their positions in the form of public consulting. It is the exact factor, confirming building of the efficient dialogue between business and power, being the main focus of setting the RIA institute in Russia.
Fourteen statutory and regulatory enactments of the Republic of Tatarstan (6 draft statutes, 5 draft regulations of the Cabinet of Ministers of the Republic of Tatarstan, 3 directions from industrial ministries) related to entrepreneurship and investment activities were subject to the procedure of Regulatory Impact Assessment in the Republic of Tatarstan in 2016. According to the results of public consulting two draft bills were rejected.
In the municipal formation Kazan the RIA procedure was carried out in relation to 60 of the municipal enactments.
For the relevant monitoring the work in all administrations of municipal formations of the Republic the function of introduction of the RIA procedure is assigned to responsible persons.
In addition, in order for state and municipal employees to get acquainted with features of the RIA and literacy improvement of persons carrying out the appropriate assessment procedures, these issues are included in the program of improvement of qualification of state and municipal employees every year.
