Rules of forming and maintenance of goods, works and services catalogue in the Unified Information System are confirmed

The rules of forming and maintenance of goods, works and services unified catalogue designed by MEDT of Russia are confirmed by the RF Government Regulation №145 dated on 08.02.2017 “Concerning the approval of regulations of forming and maintenance goods, works and services catalogues in the procurements sphere for the provision of public and municipal use in the Unified Information System anf Rules of using this catalogue”. This catalogue will be obligatory for medicine procurement from March 1, 2017, and for other types of procurement from October 1, 2017.

The document is necessary for the full moving to e-procurements, planned to July, 2018. The project of catalogue was introduced to the Cabinet by the Department at the end of December, 2016, and it’s another aim is to exclude the information hiding with the help of equality about biddings using “non-traditional” names of purchasing objects, and luxury purchasing. Moreover, it is expected to simplify the biddings regulation and to control it’s efficiency, by providing the compatibility of prices.

According to words of deputy head of MEDT of Russia Evgeny Elin, the creation of catalogue will be based on the Russian Classificator (Russian Classification of Product by Economic Activities 2) and will come into effect step by step: the first 30 from about 1000 positions, necessary for including to the tender documentation (with the frame description of goods without designating the concrete trademark), will appear in the Unified Information System in the procurement sector at the end of March and will be necessary for using by customers. Every position provides the name, unit of measure and description, and their criteria will be chosen by the expert board. Moreover, in the Unified Information System will be created the catalogue of concrete goods with the designated trademarks for using in e-shops and peer-prices forming – and data will be formed in the personal account and put into the catalogue by the operator. The list of typical characteristics of procurement objects will be created, based on regulations, GOSTs and norms.

The compulsory use the unified catalogue by customers is prescribed be the section 23 of Federal Law №44-ФЗ dated on 05.04.2013 “On the Contract System of the Federal and Municipal Procurement of Goods, Works and Services”. Problems, connected with this were on issue on Wednesday at the head of department of Contract system development of MEDT of Russia Maxim Chemerisov with representatives of regional and e-trading platforms authorities meeting.

The public defender Sergei Gabestro told that representatives of regions, where own catalogues and prices register had created, worried about the expected centralization. In his opinion, in the next 3 years, it would be reasonable to make necessary only the general concepts of the catalogue making and “the conversion” of the positions in regional catalogue to the federal instead of the obligations to use this catalogue. To make it machine-readable is more necessary, according to the expert.

The head of Committee on government contract of St. Petersburg Dmitry Sachkov told that the register of about 10.000 positions, reflecting “foreground needs” of the region customers (office supplies, foodstuff etc) had been created in St. Petersburg. There had been no counter-arguments of Petersburg authorities against the centralization, pointed out Mr. Sachkov, but the optimized detailization is very necessary for the conditions of using the Unified catalogue and prices filtering with due regard to different needs of the region. The reproduction of manufacturers’ catalogues under the Unified Information System is very positive, according to his opinion.

Evgeny Elin also told that approaches to the names description might be agreed on the expert board, but the centralization had to be compulsory, because one of the aims was the limitation of customers’ opportunities to create the advantages for suppliers from their regions. Moreover, only Unified Information System is harmonized with the international classifier.
