Innovations have influenced procurement plans, worked up at federal, regional and municipal levels, and schedules at the same levels. Most of the amended provisions of the Russian Government Resolution № 73 of 01/25/2017 entered into force on January 31.
The most notable innovations already entered into force are as follows:
1. List of purchases, specified in procurement and scheduled plans in simplified procedure, is expanded. These include, for example, purchase of water, heating, gas and power supply services from single supplier, should the same are provided to another entity, which uses non-residential premises located in customer's premises building. Earlier, planning of such purchases was conducted as per the standard procedure.
2. A new rule has been established: there is no necessity to include in scheduled plan information on quantity, volume and units of measurement in case of purchasing of goods, works and services with different units of measurement.
3. According to the amendments were specified separate forms of procurement and scheduled plans of purchases being the state secret. The forms are provided for federal, regional and municipal level purchases. Prior to the amendments such certain forms were absent.
It shall be recalled that from January 1, provisions of the Federal Law # 44-FL of April 5, 2013 “On Contract systems in the sphere of procurement of goods, works and services for provisioning governmental and municipal needs” stating that customer is prohibited to carry out purchases not provided by the scheduled plan, were entered into force. In case of failure to comply with prohibition the customer’s appointed official can be fined up to 30 thous. rubs.
It shall be noted, that measures aimed at increasing of procurements’ competition level in the Republic of Tatarstan are included in the adopted work flow chart to facilitate the competition development in the years 2016-2018 as a part of the Competition Development Standard implementation.
Competition Development Standard is aimed at creation of competition development conditions for goods and services regional markets, regional authorities activity transparency, motivations for small and medium-sized entrepreneurship protection and elimination of administrative barriers.
According to the Republic of Tatarstan Cabinet of Ministers Decree 799-r of May 6, 2014 the Republic of Tatarstan Ministry of Economy became the Republic of Tatarstan Authorized Executive Body for promoting competition in the Republic of Tatarstan.
