Rules of government procurements can become toughen for the unitary enterprises

The Ministry of Economic Development of the Russian Federation developed the bill suggesting to toughen rules of purchases for the state and municipal unitary enterprises (state unitary enterprise and municipal unitary enterprise).
The document suggests to extend to state unitary enterprise and municipal unitary enterprise action of the Federal law of 05.04.2013 No. 44-FZ "About contract system in the sphere of purchases of goods, works, services for ensuring the state and municipal needs", having eliminated thus noncompetitive ways of tendering. Now the unitary enterprises carry out auctions under the Federal law of 18.07.2011 No. 223-FZ "About purchases of goods, works, services as separate types of legal entities".
As authors of the bill, norm 223-FZ consider allow to form inquiries for the only supplier that breaks the competition in the market. For last year these types of purchases made 20,1% of the total amount of the auction.
Now in the Russian Federation 3,7 thousand state unitary enterprise and 8,2 thousand municipal unitary enterprises are. Last year they held the auction for 1,8 trillion rub.
The bill got approval of the Ministry of Finance of the Russian Federation and the Ministry of Justice of the Russian Federation, and also Federal Antimonopoly Service.
