In Russia requirements to public purchases are toughened

In Russia toughened requirements to government procurements. The relevant amendments are established by the Federal law of the Russian Federation of July 13, 2015 N 265-FZ. 
To support domestic producers, to stimulate import substitution in our country and also for deoffshorization of domestic economy, it was decided to forbid government purchases in an offshores. According to amendments, the commission on implementation of purchases will have to check whether the supplier of goods and services for state needs the offshore company is.
One more innovation concerns an order of government purchases by libraries and educational organizations. For the first time for them it is allowed to order services at the expense of the budget at the only supplier. However, it is only about receiving access to foreign databases.
New requirements on carrying out government purchases will come into force on August 15.
