The threshold of participation of foreign legal entities, and also Russian legal entities in the authorized capital of subjects of MSB is increased from 25 to 49 percent

The president of the Russian Federation Vladimir Putin signed the Federal Law of 29.06.2015 No. 156-FZ "About modification of separate acts of the Russian Federation concerning development of small and average business in the Russian Federation".
The document is aimed at the development and support of small and average business in Russia. In particular, the threshold of participation of foreign legal entities, and also the Russian legal entities which aren't subjects of MSB in the authorized (depository) capital of subjects of MSP increases from 25 percent to 49 percent.
For coordination of support to subjects of small and average business the Federal law provides Corporation of development of small and average business with special powers in carrying out monitoring of execution of requirements of the legislation of the Russian Federation in the sphere of development of small and average business.
As part of the program, the Minister visited the Arsky Industrial Park, where he got acquainted with the current activities and long-term plans of the residents. During the inspection of the production facilities, Midkhat Shagiakhmetov held a substantive discussion with the heads of enterprises on capacity expansion and improving the efficiency of using the existing infrastructure.
Applications for the Start-Digital Technologies-1 competition (turn 2) are being accepted on the website of the Innovation Promotion Foundation until February 24. Individuals and legal entities, small business entities, can participate in it.
Rustem Mukhamedshin, Director of the Guarantee Fund of the Republic of Tatarstan, took part in a large–scale event - the strategic session of the Association of Small and Medium-sized Businesses of the Republic of Tatarstan, which took place on January 30, 2026 in Kazan at the Entrepreneur's House.
