The State Duma adopted the bill which will create additional conditions for participation of domestic producers in purchases

Deputies of the State Duma in the third reading approved the draft of the federal law "About modification of the Federal law "About purchases of goods, works, services as separate types of legal entities" regarding creation of the mechanism of coordination of activity of the companies with the state participation and other Russian legal entities on implementation of purchases of the import equipment abroad, within implementation of large investment projects, and also investment projects to which there are measures of the state support given".

The document provides that state companies within implementation of large investment projects which cost exceeds 10 billion rubles, or investment projects to which there are state support measures, have to be guided by purchase of a domestic production of mechanical engineering more.

To state companies it can be refused in implementation of purchase of production of mechanical engineering abroad in case when similar production is made in the territory of the Russian Federation. Besides, state companies will be able to recommend to the Government of the Russian Federation to master production of mechanical engineering which is necessary for implementation of the investment project in the territory of Russia.

The annual volume of purchases of state companies makes more than 13 trillion rubles. The specified mechanism of coordination of purchasing activity of state companies will allow to raise the considerable volume of funds that will provide purposeful development of a domestic production of production of mechanical engineering to the sphere of industrial production.

Besides, the bill provides introduction of a ban for the companies  to sign contracts by results of purchases if information on such purchases wasn't included in the plan.
