Deputies of the State Duma in the third reading approved the draft of the federal law No. 694962-6 "About modification of the Federal law "About contract system in the sphere of purchases of goods, works, services for ensuring the state and municipal needs".
This bill is developed in pursuance of an order of the Russian President of December 27, 2013. Proposed measures will allow to stimulate deoffshorization of domestic economy, including regarding ensuring transparency of financial flows.
According to changes, the ban is imposed on participation in purchases of the companies which are in offshore jurisdiction according to the list of the offshore zones, which now is in use for the taxation and is approved by the order of the Ministry of Finance of the Russian Federation.
For implementation of this norm the commission on purchases is authorized to check compliance of participants to requirements of a ban on participation in purchases of the offshore companies (except for cases of carrying out electronic auction, request of quotations and preliminary selection).
Changes in 44-FZ also concern the list of cases of implementation of purchases at the only supplier.
By December 14, Tatarstan entrepreneurs will be able to apply for selection to the Platform for Growth acceleration program through the SME.RF Digital Platform.
From December 11 to December 14, St. Petersburg will host the New Year's Eve exhibition "New Year's Gift" of entrepreneurs' products, which can be attended free of charge with state support.
Under the chairmanship of Deputy Prime Minister of the Republic of Tatarstan-Minister of Economy of the Republic of Tatarstan Midkhat Shagiakhmetov, a meeting was held in Tatarstan on the organization of work programs for the implementation of federal projects that are part of the National Technological Leadership Projects (NPTL).
