The commission of the Government on lawmaking activity approved the bill directed on establishment of administrative responsibility for violation of provisions of the legislation on contract system in the sphere of purchases, goods, works, services

The bill will allow to prevent violation by the customer of the legislation on contract system in the sphere of purchases at stages of planning and performance of the contract and will promote effective ensuring the state and municipal needs.

The draft of the federal law "About modification of the Code of the Russian Federation about administrative offenses"  is prepared in pursuance of an order of the Government of Russia.

The bill offers to make changes to norms of the Administrative Code, having provided administrative responsibility for violation by the customer of provisions of the Federal law "About contract system in the sphere of purchases of goods, works, services for ensuring the state and municipal needs" during the planning of purchases and performance of the contract.

Besides, administrative responsibility for non-compliance by the customer of provisions with the Federal law on rationing and justification of purchases, obligatory public discussion of purchase, carrying out examination of the delivered goods (results of the performed work, the rendered service) is established .

Implementation of the bill will allow to prevent violation by the customer of the legislation on contract system in the sphere of purchases at stages of planning and performance of the contract and will promote effective ensuring the state and municipal needs.
