The Ministry of Economics of the Republic of Tatarstan carries out an assessment of the regulating influence of the draft of the resolution of the Cabinet of the Republic of Tatarstan

The draft of the resolution of the Cabinet of Ministers of the Republic of Tatarstan "About modification of the Order of use of subsoil plots of local value in the territory of the Republic of Tatarstan approved by the resolution of the Cabinet of the Republic of Tatarstan of 04.11.2011 No. 917 "About the statement of the Order of use of subsoil plots of local value in the territory of the Republic of Tatarstan" came to the Ministry of Economics of the Republic of Tatarstan for an assessment of the regulating influence.

The present draft of the Resolution offers to specify an order of use of subsoil plots of local value, terms of use, the right of owners of the land plots, land users, land owners, tenants of the land plots regarding use for own needs available in borders of the land plots of all-widespread minerals and underground waters, and also the documents necessary for granting a right of use of subsoil plots of local value for geological studying for searches and an assessment of underground waters and their production.

         The enterprises of small and medium business are engaged in development and production of all-widespread minerals (further – OPI) generally. In case of a deviation of annual production of OPI from design, the enterprises subsoil users are brought to administrative responsibility. Establishment of tolerances of the actual annual production of OPI from design production will allow to reduce imposing of administrative penalties, and will promote as a result development of small and medium business.

For an assessment of the regulating influence of the draft of the regulatory legal act and the identification of the provisions in it introducing excess administrative and other restrictions and duties for subjects of business and other activity or promoting their introduction, and also provisions, promoting emergence of unreasonable expenses of subjects of business and other activity and budgets of all levels of the budgetary system of the Russian Federation, the Ministry of Economics of the Republic of Tatarstan carries out public discussions.
