About realization of "road map" of development of small and average business regarding procedures of registration of legal entities and SP

The resolution of the Cabinet of the Republic of Tatarstan of May 7, 2014 No. 302 approved "road map" of development of small and average business in the Republic of Tatarstan for 2014 - 2016.

The Ministry of Economics of the Republic of Tatarstan realizes the most part of actions, and also controls realization of actions of "road map" by other ministries and departments.

So, as of April 1, 2015 within optimization of procedures of registration of legal entities and individual entrepreneurs the following work is carried out:

- terms of registration of legal entities and individual entrepreneurs in the state off-budget funds till 3 working days are reduced;

- obligations of taxpayers (legal entities and individual entrepreneurs) for the notification of tax authorities and state off-budget funds for the location of the legal entity and residence of the individual entrepreneur of opening or about closing of the bank account with simultaneous establishment of a procedure of control of execution by the credit organizations of an obligation for submission of data on bank accounts in tax authorities, and also strengthening of responsibility of the credit organizations for inadequate execution of the specified duty by them are cancelled;

- the requirement about advance payment of authorized capital of legal entities not less than half with the corresponding exception of need of opening of the temporary (accumulative) bank account for payment of authorized capital is excluded from the legislation.

- changes in part of possibility of use by economic entities of standard charters are made to the legislation on the state registration, procedure of the state registration is simplified, document flow is reduced and the risk of refusal in the state registration because of technical mistakes is reduced;

- need of witnessing for a notarial order of authenticity of the signature of the applicant on the statement for the state registration at creation of the legal entity in case of submission of documents in registering body personally by the applicant is excluded. Possibility of submission of the application for the state registration and obtaining documents in registering body is created by the applicant's representative acting under notarially certified power of attorney;

- conditions for pre-judicial settlement of disputes, connected with adoption by registering body of the decision on refusal in the state registration within 15 working days from the date of obtaining the complaint are created, the sequence of pre-judicial and judicial stages of settlement of disputes according to the appeal of the decision on refusal in the state registration is provided;

- on the Uniform portal of the state and municipal services (functions) possibility of tracking in on-line mode of procedure of consideration of the application about the state registration is created;

- the section of the official site of FNS of Russia, methodologically full and convenient for users, for the state registration of legal entities and individual entrepreneurs is created;
