The Republic of Tatarstan was included into the five of regions on development of science and new technologies

The RIA Rating agency on the basis of data of Rosstat prepared a rating of regions on development of science and new technologies. The rating considers regional indicators of investments into science and technologies, innovative activity of the enterprises and human resources spent in regions for scientific activity.

According to a rating the Republic of Tatarstan takes the 5th place. Leaders are Moscow, St. Petersburg and the Nizhny Novgorod Region.

Positions of subjects of the Russian Federation in a total rating were defined on the basis of integrated rating point which paid off by aggregation of rating points of regions on 12 analyzed indicators united in subgroups "Science" and "Technological and innovative development".

In the course of creation of a rating indicators of 2013 for 80 subjects of the Russian Federation were analysed. The Republic of Crimea and Sevastopol were a part of the Russian Federation in 2014 in this connection weren't included in a rating. Also it didn't include the Chechen Republic, the Republic of Ingushetia and Chukotka Autonomous Area because of absence in open access of a number of the data necessary for calculation of indicators.

By drawing up a rating the following indicators were used: 

– the number of all personnel occupied with scientific researches and development on 1 thousand able-bodied population; 

– the number of the researchers occupied with scientific researches and development on 1 thousand able-bodied population; 

– internal costs of scientific researches and development, thousand rubles of 1 able-bodied inhabitant; 

– internal current costs of scientific researches and development, thousand rubles of 1 able-bodied inhabitant; 

– specific weight of the organizations which were carrying out technological, organizational, marketing innovations, %; 

– specific weight of the organizations which were carrying out technological innovations, %; 

– costs of technological innovations, rub of 1000 rub of VRP; 

– costs of research and development of new products, services and methods of their production (transfer), new productions, acquisition of the cars and the equipment connected with technological innovations, acquisition of new technologies, rub for 1000 rub of VRP; 

– expenses on technological (grocery, process) innovations in 2013, thousand rubles on 1 able-bodied inhabitant; 

– costs of research and development of new products, services and methods of their production (transfer), new productions, acquisition of the cars and the equipment connected with technological innovations, acquisition of new technologies, thousand rubles on 1 able-bodied inhabitant; 

– specific weight of costs of technological innovations in a total amount of the shipped goods, the performed works, services; 

– number of the granted patents for useful models and inventions on 1 million able-bodied population.

Results of a rating have good correlation with the rating prepared by Association of innovative regions of Russia (with the assistance of Qualification committee) and the approved Ministry of Economic Development of the Russian Federation. According to both ratings Tatarstan is in the five of leaders. Results of this rating represent theoretical interest and can be used in the analytical purposes.
