On November 7, 2025, the Ministry of Economy of the Republic of Tatarstan held a meeting with representatives of the republic's leading business associations. The topic of the event was the results of the regulatory impact assessment (RIA) procedure and the examination of republican regulatory legal acts for 10 months of 2025, as well as prospects for further cooperation.
The meeting was led by Gulnaz Ismagilova, Deputy Minister of Economy of the Republic of Tatarstan.
The event was attended by representatives of the Tatarstan regional branch of the All-Russian Public Organization of Small and Medium-sized Enterprises "OPORA ROSSII", the Association of Enterprises and Industrialists of the Republic of Tatarstan (a regional association of employers), the Association of Farmers, Farmsteads and Agricultural Consumer Cooperatives of the Republic of Tatarstan, the Tatarstan regional branch of the All-Russian Public Organization "Business Russia", the Chamber of Commerce and Industry Republic of Tatarstan, Association of Small and Medium-sized Enterprises of the Republic of Tatarstan.
During the meeting, interim results were summed up: following the results of 10 months of 2025, 90 conclusions were prepared on the assessment of regulatory impact in relation to 1 draft Decree of the Head of the Republic of Tatarstan, 7 draft laws of the Republic of Tatarstan, 80 draft resolutions of the Cabinet of Ministers of the Republic of Tatarstan, 2 draft departmental orders. At the same time, negative conclusions have been prepared based on the results of the regulatory impact assessment of 35 (39%) draft regulatory legal acts. According to the comments of the Ministry of Economy of the Republic of Tatarstan, 23 projects have been finalized to date. As a result of the negative conclusions issued, the developers decided to reject the adoption of 3 projects, including 1 draft law developed by a deputy of the State Council of the Republic of Tatarstan (the draft Law of the Republic of Tatarstan "On Amendments to Certain Legislative acts of the Republic of Tatarstan aimed at limiting the visual display of alcoholic beverages in retail facilities").
In her speech, the Deputy Minister gave examples of a real reduction in administrative barriers and an economic effect for businesses – thanks to the adjustment of regulations, entrepreneurs have saved significant funds.
Special attention is paid to the importance of business participation in public discussions of draft regulatory legal acts, as well as the formation of an annual plan for the examination of existing regulations with proposals from business associations.
The Ministry of Economy of the Republic of Tatarstan expressed gratitude to the participants for their active position and offered to continue working together to develop a favorable business and investment climate in the region.
