On October 29 of this year, as part of the consideration at the XV meeting of the State Council of the Republic of Tatarstan of the draft law of the Republic of Tatarstan "On the Budget of the Republic of Tatarstan for 2026 and for the planning period of 2027 and 2028", Deputy Prime Minister of the Republic of Tatarstan - Minister of Economy of the Republic of Tatarstan made a report on the forecast of socio-economic development of the Republic of Tatarstan for 2026-2028 Midhat Shagiakhmetov.
The Minister noted that due to the uninterrupted operation of enterprises and sectors of the economy, in the first 9 months of this year, the gross regional product of the republic amounted to 4 trillion 341 billion rubles with a growth rate of 103.1%.
The main contribution to economic growth was provided by manufacturing industries (petrochemicals, oil refining and mechanical engineering), agriculture and moderate consumer activity.
A significant contribution to the development of all sectors was made by small and medium-sized businesses, an increase in the production of residents of special economic zones, industrial parks and priority development areas, as well as investment activity and the implementation of investment projects. The volume of construction work remained at the level of last year.
Midkhat Shagiakhmetov stressed that the projected indicators of the socio-economic development of the republic for 2026-2028 are based on data from enterprises and organizations that form about 70% of the industrial production of the republic, industry ministries, forecasts for the development of municipalities, as well as taking into account the implementation of new national projects and government support measures.
The gross regional product of the republic in 2026 is projected at 5 trillion 783 billion rubles with a growth rate of 102.1%.
The Minister noted that important factors in meeting the forecast targets are ensuring the smooth operation of enterprises and their further development, taking into account the implementation of investment projects, expanding sales markets, technological development and increasing labor productivity, which ultimately determine the financial results of enterprises and organizations and, accordingly, budget revenues.
Taking into account the implementation of the enterprises' plans, the volume of shipped products is projected to reach 5 trillion 929 billion rubles in 2026, and the industrial production index is 101.7%.
The volume of construction work next year, taking into account the planned volumes in housing, industrial and infrastructure construction, is projected to exceed 1 trillion rubles with a growth rate of 100.8%.
The volume of agricultural production, according to the forecast, will amount to 373 billion rubles with a growth rate of 101.5%.
Retail trade turnover in the context of rising household incomes, slowing inflation, as well as the planned increase in tourist flow is projected to reach 1 trillion 950 billion rubles in 2026 at a growth rate of 102.8%.
One of the main factors in ensuring the forecast of socio-economic development is the implementation of investment projects.
"In accordance with the instructions of the Head of the Republic of Tatarstan in the framework of the Address, we need to continue developing the infrastructure for business, forming new growth points, as well as coordinated work of all levels of government, enterprises and resource supply organizations to implement investment projects and measures of the Plan to improve the investment climate," said Midkhat Shagiakhmetov.
An important role is assigned to small and medium-sized businesses. Taking into account the planned changes in tax legislation, the number of SMEs is projected to reach about 186 thousand in 2026. As part of the new federal project on small and medium-sized enterprises, the main task is to ensure high-quality business growth. Since the beginning of this year, small businesses have received about 38 billion rubles by all measures.
The most important factor in ensuring the forecast of socio-economic development is the availability of personnel. Currently, 41.5 thousand vacancies are offered by employers in the republic. The republic has a record low unemployment rate.
The implementation of the tasks outlined in the forecast is the basis for ensuring social stability and well-being of the population. Real wages are expected to increase by 102.8% in 2026.
Midkhat Shagiakhmetov stressed that in 2025 a new stage has started in the implementation of national projects, which were approved by the May Decree of the President of the Russian Federation. A total of 19 national projects have been approved for 2025-2030.
The most important factor in ensuring the forecast is scientific and technological development.
Since 2025, the implementation of new national technological leadership projects has been launched, the implementation of which is scheduled until 2030 and the future until 2036. At the moment, 8 projects have been formed, covering the most promising areas from means of production and new materials to space and medicine. The strategic goal of these projects is to create competitive, high–tech products using modern scientific technologies, as well as to form new markets through the creation and development of their own production lines.
