On October 15, the State Council of the Republic of Tatarstan held parliamentary hearings on the draft law of the Republic of Tatarstan "On the Budget of the Republic of Tatarstan for 2026 and for the planning period of 2027 and 2028."
The event was attended by Alexey Pesoshin, Prime Minister of the Republic of Tatarstan, Marat Akhmetov, Deputy Chairman of the State Council, deputies of the State Council, members of the Government, heads of relevant ministries and departments, and public organizations.
Midkhat Shagiakhmetov, Deputy Prime Minister of the Republic of Tatarstan and Minister of Economy of the Republic of Tatarstan, delivered a report on the forecast of socio-economic development of the Republic of Tatarstan for 2026-2028.
According to the forecast, the gross regional product of the republic in 2026-2028 is projected at 102.1-102.4%.
In his report, the Minister noted that the most important factors in meeting the forecast targets are ensuring the smooth operation of enterprises and their further development, taking into account the implementation of investment projects, expanding sales markets, technological development and increasing labor productivity, which ultimately determine the financial results of enterprises and organizations and, accordingly, budget revenues.
Taking into account the implementation of the enterprises' plans, the industrial production index is projected at 101.7-102.2%.
The growth rate of construction works is projected to be 100.8-101.5%, taking into account the planned volumes in housing, industrial and infrastructure construction.
According to the forecast, agricultural production in 2026 will amount to 101.5%. In 2027-2028, the growth rate of agricultural products according to the sectoral state program is planned at the level of 101.5-101.7%.
Moderate growth in consumer activity is projected to continue. Retail trade turnover in the context of rising household incomes, slowing inflation, as well as the planned increase in tourist flow is projected at 102.8-103.1%.
One of the main factors in ensuring the forecast of socio-economic development, Midkhat Shagiakhmetov noted, is the implementation of investment projects. The growth rate of investments in fixed assets in 2026-2028 is projected at 100.8-102.6%.
The most important factor in ensuring the forecast of socio-economic development is the availability of personnel. Currently, 41.5 thousand vacancies are offered by employers in the republic. The republic has a record low unemployment rate.
The implementation of the tasks outlined in the forecast is the basis for ensuring social stability and well-being of the population. Real wages are expected to increase by 102.8% in 2026.
The implementation of the forecast presupposes the balanced development of our republic. In solving this problem, a large role is assigned to state, republican programs and national projects, the implementation of which is synchronized and carried out comprehensively on the territory of all municipalities of the republic.
In 2025, a new stage began in the implementation of national projects, which were approved by the May Decree of the President of the Russian Federation. A total of 19 national projects have been approved for 2025-2030.
The most important factor in ensuring the forecast is scientific and technological development. Since 2025, the implementation of new national technological leadership projects has been launched, the implementation of which is scheduled until 2030 and the future until 2036.
At the moment, 8 projects have been formed, covering the most promising areas from means of production and new materials to space and medicine.
The strategic goal of these projects is to create competitive, high–tech products using modern scientific technologies, as well as to form new markets through the creation and development of their own production lines.
