The Ministry of Economy of the Republic of Tatarstan today summed up the results of the regulatory impact assessment for six months

Gulnaz Ismagilova, Deputy Minister of Economy of the Republic of Tatarstan, opened a meeting with business associations of the Republic of Tatarstan on the results of the implementation of the regulatory impact assessment procedure for draft regional regulatory legal acts and their expertise for 6 months of 2025, as well as prospects for further cooperation.

This year, we continued our work to attract the attention of the largest number of representatives of the business community to public consultations: in the reporting period, 14 events were held, information about which was published in open sources (Internet, Telegram, VKontakte), and a memo for businesses on regulatory impact assessment was posted on the website of the Ministry of Economy of the Republic of Tatarstan.

Thanks to the measures taken in the first half of 2025, the number of feedback on draft regulatory legal acts from entrepreneurs tripled compared to the same period last year.

Together with experts from business associations, 50 draft regulatory legal acts developed by deputies and Committees of the State Council of the Republic of Tatarstan and republican executive authorities were reviewed, which is 4 times more than in the first half of 2024.

As a result, the developers finalized 10 projects, and based on the results of the negative opinions issued, it was decided to reject the adoption of 3 projects, including 1 draft law.

In her speech, Deputy Minister Gulnaz Ismagilova stressed the importance of business participation in public discussions for the development of the region's economy and called on entrepreneurs to participate more actively in public consultations.

The invited experts shared their suggestions on how to organize joint work in the future and noted the effectiveness of the regulatory impact assessment tool.

General Director of the Association of Enterprises and Industrialists of the Republic of Tatarstan (regional Employers' association) Alexey Pakhomov emphasized that the regulatory impact assessment is an important mechanism that allows identifying excessive requirements and restrictions for entrepreneurs in a project.

Artur Nikolaev, First Deputy Chairman of the Chamber of Commerce and Industry of the Republic of Tatarstan, noted in his speech that each draft submitted for consideration is reviewed by the industry committee of the Chamber of Commerce and Industry and constructive comments and suggestions are formed based on the results of the discussion, which are sent to the developers of regulatory legal acts. Artur Nikolaev also stressed that this approach helps to increase transparency and efficiency of regulatory processes, as well as takes into account the interests of the business community, which is especially important for creating a favorable business climate in the Republic of Tatarstan.

In conclusion, the Deputy Minister thanked the representatives of business associations for their active participation in public consultations and expressed hope for further fruitful joint work aimed at reducing administrative barriers.
