The Republic of Tatarstan took the second place in the National Rating of the investment climate in the regions of Russia. The results of the Rating were announced by the Agency for Strategic Initiatives at SPIEF 2025. The rating is calculated on behalf of Vladimir Putin and is one of the indicators of the assessment of the heads of subjects.
Tatarstan has consistently maintained its leadership position for 10 years. The high performance demonstrated by the region is the result of consistent policy and work of the republic's leadership.
Tatarstan's leadership position is confirmed by the annual growth in investment and high entrepreneurial activity. So, by the end of last year, the volume of investments in fixed assets amounted to more than 1.4 trillion rubles, providing a growth rate of more than 112%.
Another indicator confirming the quality of the work of the republican authorities and the prompt and effective use of support measures aimed at expanding production and implementing new investment projects is the increase in business entities. Currently, more than 183,000 companies are registered in the republic. The number of employees of SMEs amounted to 641.5 thousand people. Tatarstan's businesses received financial support in excess of 100 billion rubles in 2024 and early 2025.
"Tatarstan's key competitive advantage in attracting investments is the speed of implementation of the proposed solutions necessary for the successful launch of the investment project. This concerns infrastructure and resource provision, the speed of passing all administrative procedures," said Minister of Economy Midkhat Shagiakhmetov.
Thus, in order to unify and shorten the path of connecting investment facilities to the necessary engineering infrastructure in a "one-stop shop" format, a "Single Approval Cabinet" (hereinafter referred to as the SAC) has been launched. It covers such types of resources as: electricity, gas, water, sanitation and heat. Municipalities, executive authorities, resource supply organizations, construction companies and mobile operators are connected to SAC. Work at SAC covers the procedures for designing, building networks, and obtaining permits.
Highly developed regional infrastructure - investment platforms aimed at creating conditions for accelerated development of individual territories and preferential business conditions - contributes to stimulating private investment. There are special economic zones in the republic: industrial and production type "Alabuga" and technical and innovation type "Innopolis". The volume of investments made by residents during the operation of the special economic zones amounted to more than 550 billion rubles, 37 thousand people work in the SEZ.
A new industrial-type special economic zone (SEZ), the Green Valley, will be created in the Zainsky district of the Republic of Tatarstan. The draft was approved at a meeting of the interdepartmental working group on the creation and development of special economic zones, which was held by Deputy Prime Minister of the Russian Federation Alexander Novak. The new SEZ will be located on an area of 16.5 hectares and will become the third special economic zone in the region. The first stage involves the formation of a biotechnological cluster for processing bast crops. It is planned that six enterprises with a total investment of over 15.3 billion rubles will operate within the cluster. There are also 5 priority development territories and more than 100 industrial parks in the republic.
It should be noted that the Republic of Tatarstan has been among the top three in the Rating for 10 years. Its methodology allows us to evaluate various areas of management initiatives based on 83 indicators: the development of institutions and infrastructure to support business at any stage, the correctness and completeness of information for investors, human resources, the level and speed of digitalization in the provision of public services, the improvement of the regulatory environment, as well as the availability and effectiveness of business support and other areas.
