On June 4, 2025, Oleg Pelevin, First Deputy Minister of Economy of the Republic of Tatarstan, took part in a zonal seminar-meeting dedicated to increasing the business activity of the rural population and the development of small businesses. The event has become an effective platform for a constructive dialogue on achievements, challenges and prospects for supporting entrepreneurship at the municipal level.
In his speech, Oleg Pelevin emphasized the strategic role of small and medium-sized businesses as the foundation of the socio-economic development of the Republic of Tatarstan. According to the data provided, Drozhzhanovsky district in 2024 demonstrated impressive growth dynamics in the number of SMEs — 104.3%, which is significantly higher than the national average. Thanks to this, the district has taken a leading position in terms of involvement in financial measures of state support.
"Small and medium-sized businesses are the backbone of the republic's economy. Our priority task is to provide entrepreneurs with unhindered access to support measures, promote production scaling and enter new markets. Drozhzhanovsky district demonstrates exemplary results, and we plan to actively replicate this successful experience in other municipalities," Oleg Pelevin said.
During the seminar, the Deputy Minister presented to the participants a comprehensive overview of current federal and national support programs, including preferential loans, microloans, guarantees and leasing programs. Special emphasis was placed on specialized programs for agricultural producers and high-tech companies.
The experience of entrepreneur Ravil Bikchurov from Drozhzhanovsky district, who has attracted over 418 million rubles in concessional loans for the development of agricultural production since 2016, was presented as a vivid example of the effective use of state support.
Oleg Pelevin also emphasized the importance of expanding sales markets through the infrastructure of the Republican Marketing Center (RMC), which is a key factor in sustainable growth for rural entrepreneurs.
