Gulnaz Ismagilova on RIA, public consultations and reduction of administrative barriers

On April 2, 2025, the Association of Small and Medium-sized Businesses of the Republic of Tatarstan hosted a meeting with entrepreneurs on the topic: "Public consultations are the key to an effective dialogue between business and government."

Gulnaz Ismagilova, Deputy Minister of Economy of the Republic of Tatarstan, told entrepreneurs that as part of the ongoing work to reduce administrative barriers and create a comfortable business environment in the republic, such a tool as the assessment of the regulatory impact of draft regulatory legal acts has been successfully used for more than 10 years.

She reminded the audience that the regulatory impact assessment is carried out in order to identify provisions that impose excessive duties, prohibitions and restrictions on entrepreneurs, as well as contribute to unreasonable costs on their part.

During the event, questions were discussed in the format of a dialogue about how the opinion of an entrepreneur sent to the developer of a regulatory legal act during public consultations could influence decisions made by the state, and how the results of interaction with the business community are assessed as part of the regulatory impact assessment.

The Deputy Minister also informed the representatives of the association about the assessment of current regulatory legal acts within the framework of the examination, the purpose of which is to assess the actual positive and negative consequences of the proposed method of legal regulation through an analysis of law enforcement practice.

In conclusion, Deputy Minister of Economy Gulnaz Ismagilova called on entrepreneurs to actively participate in public consultations and stressed that public consultations are the key to effective cooperation between business and government.
