On March 27, a live broadcast of the Telegram channel of the Ministry of Economy of the Republic of Tatarstan took place on the topic: " Regulatory impact assessment in Tatarstan: interaction with entrepreneurs for effective regulation."
Gulnaz Ismagilova, Deputy Minister of Economy of the Republic of Tatarstan, and Anton Baklashov, Chairman of the Tatarstan Republican branch of the All-Russian Public Organization of Small and Medium-sized Enterprises OPORA ROSSII, answered questions from the participants of the live broadcast.
At the beginning of the event, the Deputy Minister of Economy reminded the participants that the key objectives of the Regulatory impact Assessment (RIA) are:
• calculate the benefits and costs of business entities and other economic activities and other stakeholders related to both the payment of payments directly established by regulation and other organizational costs for meeting newly introduced requirements, including the cost of employees' work time, necessary materials, as well as the cost of consultations and training;
• assess the impact of regulation on the business climate and investment attractiveness of a country or region, competition and market structure;
• to ensure the choice of the most effective solution to the problem;
• Reduce the risks associated with the introduction of new regulation and increase the confidence of citizens and businesses in government decisions.
She stressed that in the republic, representatives of the business community are required to participate in public consultations when conducting RIA. The position of representatives of the business and expert community is taken into account when preparing conclusions on the results of the RIA and gave a specific example.
One of the active and permanent participants in the public discussions of draft regulatory legal acts within the framework of the RIA is the republican branch of the All-Russian Public Organization of Small and Medium-sized Enterprises "SUPPORT OF RUSSIA".
In his speech Anton Baklashov noted that the Ministry of Economy and the regional association OPORA ROSSII have been successfully cooperating in the field of RIA for a long time and this joint work brings tangible results.
The comments and suggestions of the association's members are taken into account by the Ministry of Economy of the Republic of Tatarstan, and the number of regulatory legal acts submitted to the republican branch for consideration within the framework of the RIA is growing from year to year. In addition, entrepreneurs have the opportunity to express their position on the current regulatory legal acts.
Joint events with the Ministry of Economy allow entrepreneurs to ask questions in an open dialogue," said the chairman of the regional branch of the All-Russian Public Organization of Small and Medium-sized Enterprises OPORA ROSSII.
Our goal is to ensure that the widest range of representatives of the business community participate in the implementation of the RIA, provide feedback, help improve the quality of government decisions and, thus, influence the improvement of the investment and business climate," said Gulnaz Ismagilova.

Any entrepreneur can enter this subsection and, by filling out a special questionnaire, leave their feedback on the draft regulatory legal act of interest.
At the end of the webcast, both speakers called on entrepreneurs to actively participate in public consultations conducted within the framework of the RIA.
