The rating of regions in terms of state financial support was presented by the Federal Ministry of Economy.
For the development of small and medium-sized businesses Russia has an infrastructure of financial support for business — state microfinance organizations (SMFO) and regional guarantee organizations (RGO). SMFO issues microloans on preferential terms. Loans are provided for a period of up to three years in the amount of up to 5 million rubles. The Russian Geographical Society provides guarantee support in case of a lack of collateral in the amount of up to 70% of the loan amount.
In Tatarstan, business support institutions are included in the infrastructure of the Ministry of Economy of the Republic - these are the Regional Entrepreneurship Support Fund (ESF RT) and the Guarantee Fund.
In 2024, almost 900 entrepreneurs of Tatarstan attracted preferential government financing in the amount of 2.3 billion rubles, which allowed the republic to take the 2nd place in terms of issuing microloans through state microfinance organizations. The Krasnodar Territory is in the first place (2.5 billion rubles), the Rostov region closes the top three (2.2 billion rubles).
Also, last year, more than 700 businessmen took advantage of guarantees from the Guarantee Fund of the Republic of Tatarstan in the amount of 4.1 billion rubles, which helped them attract debt financing in the amount of 9.8 billion rubles for business development. Tatarstan entered the TOP 10 regions of the country and took the eighth place in terms of financing attracted under the guarantees of regional guaranteeing organizations.
Support was provided for the national project "Small and medium-sized enterprises", which has been part of the new national project "Efficient and Competitive Economy" since 2025.
"During the implementation of the national project "Small and Medium-sized Entrepreneurship", systemic financial instruments for business support have been built, which have shown their effectiveness and relevance. A single line of financial support instruments meets the needs of various business categories, depending on the industry, size, and duration of the enterprise. One of these tools is the support of state microfinance and regional guarantee organizations: they not only provide equal access to credit facilities for SMEs across the country, but also open up opportunities for start-up entrepreneurs and the self-employed," said the Deputy Prime Minister of the Russian Federation Alexander Novak.
Loans can be obtained from 140 state microfinance organizations in 88 regions of the country, guarantees from 91 regional guarantee organizations in all regions.
"Last year, businesses received 26,000 microloans worth more than 56 billion rubles through microfinance organizations. During the same time, more than 17,000 guarantees from regional guarantee organizations were issued to businesses, which allowed entrepreneurs to receive 392 billion rubles of borrowed funds," said the Minister of Economic Development of Russia Maxim Reshetnikov.
"The average rate on microloans in 2024 was 7.4%, which is more than twice lower than the average annual key rate. At the same time, equal access to financial instruments is ensured not only by preferential rates and reduced barriers for different categories of entrepreneurs, but also by geographical accessibility. We see that financial support is evenly distributed across regions, depending on the number of SMEs in the Russian region," said the Deputy Minister of Economic Development of the Russian Federation Tatiana Ilyushnikova.
