The Ministry of Economy of the Republic of Tatarstan held a meeting with the Ministry of Economic Development of the Russian Federation on the consideration of complaints within the framework of the pre-trial appeal mechanism and the implementation of control (supervisory) activities.
The meeting was chaired by the Deputy Director of the Department of State Policy in the Field of Licensing, Control and Supervisory Activities, Accreditation and Self-Regulation of the Ministry of Economic Development of the Russian Federation Igor Sudets. On behalf of the Republic of Tatarstan, Gulnaz Ismagilova, Deputy Minister of Economy and Executive Secretary of the regional working group in the region, took part in the meeting.
Igor Sudets announced the main innovations in legislation in the field of control (supervisory) activities, considered issues of pre-trial appeal and control (supervisory) activities, and the inclusion in the Unified Register of Control (Supervisory) Measures of acts of control (supervisory) measures carried out without interaction with a controlled person.
According to the new legislative changes, the grounds for mandatory preventive visits are certain risk categories prescribed in the regulation on the type of control (supervision). Prevention programs for the risks of harm (damage) to legally protected values are no longer grounds for conducting a mandatory preventive visit.
It is noted that the categorization of control objects should be carried out by entering relevant information into the Unified Register of Types of Control (hereinafter referred to as the URTC). If there is no information in the URTC, the object is considered uncategorized.
The Ministry of Economic Development of Russia also noted the priority of preventive measures in the implementation of control (supervisory) activities.
