In 2024, the share of preventive visits in Tatarstan increased by 72%

Under the current moratorium, the proportion of preventive visits in Tatarstan is growing. Entrepreneurs of the republic resorted to the tool of providing support in eliminating possible violations in 2024 more than 2,000 times. 

In total, 2,091 preventive visits were conducted in the republic in 2024, while 1,514 such visits were carried out in 2023. The year-on-year growth was 72%.

The Deputy Minister of Economy of the Republic of Tatarstan said that due to the introduction of prevention tools, a risk-based approach, and the "prevention as the first punishment" mechanism into the activities of control bodies, the share of preventive measures in the total number of control (supervisory) procedures amounted to 60%.

"After the cancellation of scheduled inspections, preventive visits have become a key tool for the safe functioning of the business. The format of the preventive visit makes it possible to ensure compliance with legal requirements without excessive administrative pressure in the mode of interaction with entrepreneurs. The main purpose of the visit is to convey all the requirements for the entrepreneur's activities and information about possible violations," Gulnaz Ismagilova shared.

She urged businesses to actively use this tool and not to refuse to receive advisory and methodological assistance from regulatory authorities. 

She also said that in relation to educational organizations, institutions engaged in activities in the field of healthcare, social services for children, catering for children, a mandatory preventive visit may be conducted instead of scheduled inspections. The duration of the mandatory preventive visit may not exceed 10 working days and may be extended for the period necessary for the examination and testing.

An order to eliminate the identified violations is issued if the violations are not eliminated before the end of the mandatory preventive visit.

The Portal of Public Services of the Russian Federation provides an opportunity not only to apply for a preventive visit and consultation, but also to leave feedback on the results of the preventive event. This will allow one to identify possible violations committed by the supervisory authorities during the visit and assess the satisfaction of the business with its quality.
