The Ministry of Economy conducted a live broadcast on the moratorium on inspections of entrepreneurs and assessment of regulatory impact
On September 25, 2024, Deputy Minister of Economy of the Republic of Tatarstan Ismagilova Gulnaz answered the questions of entrepreneurs live on the telegram channel platform of the Ministry of Economy of the Republic of Tatarstan.
During the interview, the speaker informed the audience about the functioning of a free platform of useful knowledge and services in the field of control and supervisory activities in the republic - the Verified Business resource (provbiz.ru ).
Gulnaz Ismagilova noted that the resource is a free digital platform of useful knowledge and services in the field of control (supervisory) activities.
It contains typical violations committed by entrepreneurs
(1,335), and ways to prevent them with links to the LSI; questions and answers on business interaction with control (supervisory) authorities (1,300).
In terms of preparing entrepreneurs for the upcoming audit, interactive questionnaires (checklists) are posted on the site.
In order to prepare for the inspection, an entrepreneur can take a survey in advance and identify possible errors that may be detected by inspectors through testing.
The Deputy Minister also spoke about the mechanism of remote interaction between the inspector and the controlled persons – the mobile application "Inspector". The business positively evaluates this format of work, according to the entrepreneur, "It is convenient. We choose the time ourselves, and we are prepared, and we are not waiting for the inspector when he arrives and when it will be convenient for him."
The "Inspector" allows one to:
- carry out inspections and preventive measures in video format-
remote conferencing;
- receive notification of a planned event at the EPSU;
- remotely fill out the test sheets.
"The main goal today is to maintain entrepreneurial activity without excessive pressure from the supervisory authorities. The task of the control bodies is to carry out prevention, warn businesses about possible violations and help eliminate them," said the Deputy Minister of Economy of the Republic of TatarstanGulnaz Ismagilova.
The speaker noted that this year, after the cancellation of scheduled inspections, many control bodies have provided preventive visits instead.
A preventive visit is a preventive conversation at the place of business of an entrepreneur or online, using video conferencing. According to the results of a preventive visit, punishment cannot be applied and an order can be issued, and explanations for entrepreneurs are of a recommendatory nature.
In this regard, the Deputy Minister suggested that entrepreneurs actively use this opportunity and not refuse to receive advisory and methodological assistance from the control bodies.
In continuation of the interview, Deputy Minister of Economy Gulnaz Ismagilova noted that as part of the ongoing work to reduce administrative barriers and create a comfortable business environment in the Republic of Tatarstan, such a tool as the assessment of the regulatory impact of draft regulatory legal acts has been successfully used for more than 10 years.
The assessment of the regulatory impact makes it possible at the stage of developing a draft regulatory legal act to identify excessive duties, prohibitions and restrictions for entrepreneurs, as well as to exclude the occurrence of unreasonable expenses on their part.
Public consultations are held in the Republic when conducting a regulatory impact assessment. "Public consultations are held in order to identify the positions of interested parties and involve receiving feedback from representatives of the business community," the Deputy Minister of Economy stressed.
For many years, the Ministry of Economy of the Republic of Tatarstan has been actively cooperating with such business associations as the Association of Small and Medium-Sized Enterprises of the Republic of Tatarstan, the Association of Enterprises and Industrialists of the Republic of Tatarstan, the Chamber of Commerce and Industry of the Republic of Tatarstan, the Tatarstan regional branch of the All-Russian Public Organization Delovaya Rossiya, the Tatarstan Republican Branch The All–Russian Public Organization of Small and Medium-sized Enterprises "Support of Russia", the Association of Farmers, peasant farms and Agricultural Consumer Cooperatives of the Republic of Tatarstan, as well as with the Commissioner for the Protection of the Rights of Entrepreneurs under the Head of the Republic of Tatarstan - assistant to the Head of the Republic of Tatarstan.
