Midhat Shagiakhmetov took part in parliamentary hearings on the draft law of the Republic of Tatarstan "On the budget of the Republic of Tatarstan for 2024 and for the planning period of 2025 and 2026"

Today, the State Council of the Republic of Tatarstan held parliamentary hearings on the draft republican law "On the Budget of the Republic of Tatarstan for 2024 and for the planning period of 2025 and 2026", in which the forecast of socio-economic development of the republic was discussed. 

The event was attended by Deputy Prime Minister of the Republic of Tatarstan - Chief of Staff of the Cabinet of Ministers of the Republic of Tatarstan Shamil Gafarov, Deputy Chairman of the State Marat Akhmetov, deputies of the State Council, heads of relevant ministries and departments, public organizations. The Chairman of the Committee on Budget, Taxes and Finance Leonid Yakunin held parliamentary hearings.

Deputy Prime Minister of the Republic of Tatarstan - Minister of Economy of the Republic of Tatarstan Midhat Shagiakhmetov presented the main parameters of the forecast of socio-economic development of the republic for 2024-2026.

The gross regional product in 2024 is projected at 102.2% in comparable prices to the current year.

The largest share in the structure of the economy of the republic is occupied by industry. The industrial production index is projected to reach 102.5% in 2024. 

The most important factors in fulfilling the forecast indicators are the implementation of investment projects and ensuring the smooth and efficient operation of enterprises, for the implementation of which it is necessary: stable supply of raw materials, materials and components to enterprises, maintaining safety and ensuring the stable operation of equipment; building effective logistics; development of existing and new sales markets; increasing labor productivity, as well as ensuring the effective implementation of measures programs of scientific and technological development of the Republic of Tatarstan.

Agricultural production, according to the forecast, will amount to 110.7% in 2024 at comparable prices to the level of the current year. In 2025-2026, the growth rate of agricultural products according to the sectoral state program is envisaged at the level of 101.9%.

Factors to ensure the fulfillment of forecast indicators in the field of agriculture should be: the implementation and launch of investment projects within the planned time frame, including to increase the volume of processing of manufactured products; replication of the best experience of farms in the introduction of technologies to ensure increased efficiency of agricultural organizations; as well as the further development of small forms of farming in rural areas.

One of the key segments of meeting the needs of the population is the consumer market. Retail trade turnover for 2024 is projected at 102.5%.

The turnover of public catering in the republic is projected at the level of 103.5-104.0%, including due to the further development of tourism.

The republic's construction complex provides for the preservation of the volumes of housing, industrial and infrastructure construction.  The forecast in housing construction provides for the commissioning of more than 9 million square meters of housing in 2024-2026.

The factors of ensuring the fulfillment of the forecast are the implementation of an integrated approach to the development of territories, which is being developed by the Institute of Spatial Planning, as well as the reduction of the investment and construction cycle and the commissioning of capital construction projects on time.

The volume of investments in fixed assets, according to estimates, in 2023 will amount to about 960 billion rubles.

In order to stimulate investment activity, there is a wide range of investment support mechanisms applicable to various areas: infrastructure development and stabilization of legislation; mechanisms that promote capital attraction; tax and customs instruments; territorial preferential regimes; grant support measures for the development of high technologies and R&D.

One of the tools for providing the necessary infrastructure is the reimbursement of costs for the creation and modernization of infrastructure facilities of industrial parks, industrial technoparks and special economic zones within the framework of the Decree of the Government of the Russian Federation No. 1119.

Currently, projects are being implemented to create industrial parks "SEZ "Alabuga", "Ethylene-600", "Laishevo", technopark in the field of high technologies "Innopark" under the management of SEZ "Alabuga" and "Innopolis".

To ensure the socio-economic development of our republic, an important role is assigned to small and medium-sized enterprises. The number of SMEs at the end of this year is estimated at 170 thousand units. According to the forecast for 2024, the number of SMEs will exceed 175 thousand.

The main factors in achieving the target parameters are improving the business climate by stimulating the creation of new SMEs and ensuring their qualitative growth; increasing the coverage and volume of support provided to SMEs.

The key reserve for employment growth is the development of municipal industrial parks, the average occupancy rate of industrial parks has increased and reached 63 percent. This is facilitated by the implemented concept of the development of industrial parks, taking into account the use of republican support mechanisms, tax preferences.

Another important factor for the development of small and medium–sized businesses is stimulating the demand for manufactured products through the exchange platform - the Republican Marketing Center. According to the results of 9 months of this year, about 3.8 thousand SMEs received, thanks to the resource, revenue in the amount of 118.5 billion rubles.

One of the important tools for achieving the goals of socio-economic development of the republic is the implementation of national projects. In 2023, 50 regional projects are being implemented in the Republic of Tatarstan within the framework of 13 national projects, which provide for the achievement of values for 163 target indicators. A funding limit of 43.0 billion rubles is provided for the implementation of national projects this year,
