The Ministry of Economy of the Republic of Tatarstan held a meeting on the issue of regulatory impact assessment at the municipal level

On June 15, Guzel Nasibullina, Deputy Minister of Economy of the Republic of Tatarstan, chaired a videoconference meeting on the organization of regulatory impact assessment and expertise at the municipal level.

The meeting was attended by deputy heads of Executive Committees of municipalities of the republic and employees responsible for conducting regulatory impact assessment in the municipal district (city district).

According to part 1 of Article 6.3 of the Law of the Republic of Tatarstan dated 28.07.2004 No. 45-ZRT "On Local Self-Government in the Republic of Tatarstan", assessment of the regulatory impact of draft municipal regulatory legal acts establishing new or changing mandatory requirements for subjects of entrepreneurial and other economic activity previously provided for by municipal regulatory legal acts, obligations for subjects of investment activity, expert examination municipal regulatory legal acts affecting the implementation of entrepreneurial and investment activities are mandatory in the municipal formation of the city of Kazan, the city of Naberezhnye Chelny and 29 other municipal districts of the Republic of Tatarstan.

During the meeting, the issues of methodology for conducting regulatory impact assessment and expertise at the municipal level were raised, the results of monitoring the quality of regulatory impact assessment in municipal districts (urban districts) of the republic were announced, recommendations were made to eliminate the identified shortcomings.

Let us recall that the assessment of the regulatory impact of draft municipal regulatory legal acts is aimed at identifying in the draft provisions introducing excessive duties, prohibitions and restrictions for business entities and other economic activities or contributing to their introduction, as well as provisions contributing to the emergence of unreasonable expenses of business entities and other economic activities and local budgets. And the examination of municipal regulatory legal acts affecting the implementation of entrepreneurial and investment activities is carried out in order to identify provisions that unreasonably complicate the implementation of entrepreneurial and investment activities.
