November 30 at 10.00 a free webinar will be held on the topic: "We analyze the text of the offset contract." The webinar will be useful for PPP market leaders, government authorities, and suppliers in the Russian market.

An offset contract is a contract according to which the parties build long-term relationships for a period of up to 10 years to create new production facilities in a constituent entity of the Russian Federation and in exchange for providing the investor with a long-term guaranteed volume of purchases of manufactured products.

The possibility of concluding offset contracts in the Russian Federation appeared in 2016 with the adoption of amendments to the federal law “On the contract system in the field of procurement of goods, works, services to meet state and municipal needs”.

In 2022, significant changes were made to the regulation of the offset contract mechanism: the investment threshold was lowered from 1 billion rubles. up to 100 million rubles, it is possible to conclude an offset contract jointly with several constituent entities of the Russian Federation (interregional offset), it became possible to implement projects both for the production of goods and for the provision of services.

These amendments increase the attractiveness of this mechanism, so it can be assumed that in the near future there will be an increase in the number of contracts concluded in the regions.

The webinar will talk about the offset contract through the prism of practice. In particular, the terms of the offset contract will be considered:

- which minimize the risks of the public side at the investment stage;

- which regulate the procedure for the purchase of the required volume of services and goods at the stage of operation;

- financial conditions, etc.
