Mikhail Mishustin approved a plan of priority measures to ensure the work of the Russian economy in conditions of partial mobilization

Entrepreneurs called up for military service as part of partial mobilization will be granted a tax deferral and credit holidays. These and other support measures are contained in the plan of priority actions to ensure the functioning of the Russian economy in conditions of partial mobilization. It was approved by Prime Minister Mikhail Mishustin.

The Ministry of Justice and the Ministry of Defense will develop a draft federal law, according to which citizens called up for military service by mobilization will be able to remain business owners. Now military personnel are prohibited from doing business personally or through proxies.

After the adoption of such an act, the Ministry of Defense and the General Staff will issue departmental documents giving the mobilized a five-day delay in issuing a power of attorney to a new leader and transferring cases. This measure is especially needed by individual entrepreneurs, as well as managers of small and medium-sized enterprises (SMEs).

For entrepreneurs called up for military service, the deadlines for paying taxes, insurance premiums and other obligatory payments will be extended. Also for them, the plan provides for the postponement of the deadline for submitting tax returns, reporting on insurance premiums and other reporting.

Entrepreneurs will be entitled to credit holidays. The corresponding federal law will be developed by the Ministry of Finance, the Ministry of Economic Development, the Bank of Russia and the SME Corporation.

In addition, employees called up for military service on mobilization will be extended the validity of their permits (for example, attestations) in a simplified manner without assessing knowledge, skills and other procedures.

If the mobilized entrepreneur fails to ensure the timely execution of the contract for the supply of goods, performance of works or services, its conditions may be changed. Business representatives will also not be subject to penalties, including inclusion in the register of unscrupulous suppliers. The norm will affect all contracts that will be concluded before the end of 2023. The government decree on this should be ready by October 17.

These support measures will be taken for the duration of the decree on partial mobilization.
