On October 7 this year, the State Council of the Republic of Tatarstan held parliamentary hearings on the draft law of the Republic of Tatarstan "On the budget of the Republic of Tatarstan for 2023 and for the planned period of 2024 and 2025", within which the forecast of the socio-economic development of the republic for 2023-2025 was discussed and the draft budget of the Republic of Tatarstan for 2023 and the planning period of 2024-2025.

The event was attended by Tatarstan Prime Minister Alexei Pesoshin, Deputy Chairmen of the State Council of the Republic Marat Akhmetov and Yuri Kamaltynov, parliament deputies, heads of ministries and departments, public organizations. Leonid Yakunin, Chairman of the Committee of the State Council of the Republic of Tatarstan on Budget, Taxes and Finance, held parliamentary hearings.

Deputy Prime Minister of the Republic of Tatarstan - Minister of Economy of the Republic of Tatarstan Midkhat Shagiakhmetov presented the main parameters of the forecast for the socio-economic development of the republic for 2023-2025.

The formation of the republic's forecast was carried out in conditions of high uncertainty in the development of the economy, which is largely determined by geopolitical factors. The introduced unprecedented sanctions have significant restrictions on the development of the country's economy.

In order to minimize their influence at the federal level, the Plan of Priority Actions to Ensure the Development of the Russian Economy was promptly adopted and is being implemented. As part of its implementation: strategic organizations included in the federal list received over 40 billion rubles of soft loans to replenish working capital; small and medium-sized businesses were supported in the amount of about 60 billion rubles.

The Republic approved the Plan of the main measures to ensure the sustainable development of the Republic of Tatarstan. As part of the work of the Operational Headquarters of the Republic, appropriate response measures are taken on the problematic issues of enterprises identified as part of field events and the activities of the working group.

The enterprises of the republic are also taking measures to establish new cooperative ties, rebuild logistics chains, search for new markets, and import substitution.

Gross regional product in 2023-2025 is projected in comparable prices at the level of 100.8-103.2%, the index of industrial production - 100.7-103.5%, the volume of agricultural production according to the sectoral state program is provided at the level of 101.8% .

In the construction complex of the republic in the forecast period, the dynamics of the volume of contract work is expected to be at the level of 100-100.1%.

In the consumer market in the medium term, the retail trade turnover is projected at the level of 102.4-104.0%, public catering - 102.0-103.0%.

The minister noted that one of the main factors in ensuring the forecast is the implementation of investment projects. The dynamics of the volume of investments in fixed assets in 2023-2025 is projected at the level of 100.2-103.4%.

In the current conditions, in order to stimulate the investment activity of Russian investors and investors from friendly countries, it is necessary to continue effective work to improve the investment climate on an ongoing basis. Along with the creation of favorable conditions for business, it is important to use existing support measures to stimulate investment - such as the mechanism of an agreement on the protection and promotion of capital investments, as well as reimbursement of costs for the creation and modernization of the infrastructure of industrial parks, industrial technoparks and SEZs within the framework of the Decree of the Government of the Russian Federation dated 30 October 2014 No. 1119.

Investment growth factors are also the implementation of investment projects in the territories of single-industry towns, including in priority development areas, and VEB.RF support measures for the development of single-industry towns.

An important role in ensuring the forecast of the socio-economic development of the republic is assigned to small and medium-sized businesses. A significant contribution to the implementation of the plan for the number of employment in SMEs is given to the institution of the self-employed.

An important factor in the development of small and medium-sized businesses is to stimulate the demand for manufactured products through the Republican Marketing Center. According to the results of 9 months of this year, about 3.7 thousand SMEs received, thanks to the resource, revenue in the amount of 131.3 billion rubles.

The key reserve for employment growth is the development of municipal industrial parks. During the first half of the year, thanks to the implemented concept for the development of industrial parks, taking into account the use of republican tax benefits, there has been an increase in their occupancy, new residents have been attracted, and the number of employees has increased.

In 2023, it is planned to additionally provide funding for microloans and guarantees for small and medium-sized businesses due to the demand for and effectiveness of these support measures.
