Tatarstan's proposals are included in the list of best practices recommended for replication in the regions of the country

The Ministry of Economic Development of Russia, together with the Agency for Strategic Initiatives (ASI), with the participation of federal executive authorities and commissions of the State Council of Russia, recommended 82 practices hosted on the Smartek ASI platform, including 2 practices of the Republic of Tatarstan, for mass replication in the regions. In the future, some of these decisions, after additional elaboration, can be included in state programs and national projects. The corresponding instruction was given by the President of Russia in December 2021 at the Supervisory Board of the Agency.

The list includes the practice of the Republic of Tatarstan to create a digital information system for the provision of municipal services in the online format "Management of municipal services". The practice is aimed at creating a single digital channel for applying for any type of municipal services, reducing the time for providing services and increasing the transparency of processes. Thanks to the introduction of practice in 2021, about 126 thousand applications for municipal services from 32 thousand unique users were accepted, the terms for a number of services were significantly reduced, including the approval of the provision of a land plot and the issuance of an urban planning plan for a land plot.

Another practice of Tatarstan is a guide to the creation of a prefabricated bicycle infrastructure. The practice ensures the formation of infrastructure for the arrangement of bicycle routes in cities and towns. As a result of the implementation of the guidelines, the death rate in road accidents involving cyclists has been reduced by 11%, and the creation of cycling infrastructure has been reduced by 80%.

“The practices are aimed at creating a comfortable urban environment for life, modernizing and digitalizing urban transport systems, developing the agro-industrial complex and innovative approaches to education, optimizing the public administration system, as well as supporting families with children and pensioners, monitoring health status and preventing diseases. The task of the heads of the constituent entities of the Russian Federation is to choose from the specified list those practices that are suitable for implementation in their region. The selection and replication mechanism will be carried out on a regular basis,” said Deputy Minister of Economic Development of Russia Dmitry Vakhrukov.

Since 2019, the Smartek ASI platform has been aggregating the best experience of the regions, and an infrastructure for replicating practices has also been created on the platform. Authors of implemented projects with proven effectiveness can fill out an internship on the platform and wait for expert evaluation. After that, the practice becomes available for replication: representatives of the subjects can choose it on Smartek and get a mentor in the form of the author of the project.

“More than 660 implementations of successful practices have already been completed with the help of Smartek. Our task now is to analyze the situation together with colleagues from federal structures and help regional teams to select
for themselves practices with the most pronounced socio-economic effect. The list of 82 best practices compiled by the Ministry of Economic Development of Russia and the ASI is a starting point for a lot of work to improve the lives of the people of our country,” said Georgy Belozerov, Operations Director of the ASI.

All selected practices have already shown significant socio-economic effects in the regions.

Proposals from 32 regions of Russia were included in the list of best practices for further replication. Among them are the Republics of Bashkortostan, Tatarstan, Sakha (Yakutia), Yamalo-Nenets and Khanty-Mansi Autonomous Okrugs - Yugra, Moscow, St. Petersburg, Arkhangelsk, Belgorod, Irkutsk, Kaluga, Kemerovo, Leningrad, Moscow, Murmansk, Novgorod, Novosibirsk, Omsk, Orel, Ryazan, Samara, Sverdlovsk, Smolensk, Tver, Tula, Tyumen, Chelyabinsk, Yaroslavl regions, as well as Krasnodar, Perm, Primorsky and Stavropol Territories.
