The Ministry of Economic Development of Russia supported the business initiative to conduct an experiment on remote monitoring of the state of health of citizens using special devices - personal medical assistants (PMP), which will transmit data to the information system. It is planned that the experimental legal regime (EPR) will operate for 2 years in 6 regions: the Republic of Tatarstan, Novosibirsk, Samara, Tyumen, Ryazan and Magadan regions.
Participation in the experiment will be voluntary. Clinicians will be able to use the data to monitor vital signs in real time. The corresponding draft Government Decree will be posted for public discussion on the portal of regulatory legal acts. The curator of this socio-economic initiative on the part of the Government of Russia is Deputy Prime Minister Andrey Belousov.
Personal devices are planned to be issued to patients with chronic diseases, such as diabetes mellitus, arterial hypertension, as well as citizens with limited mobility, the disabled and the elderly, upon doctor's prescription. The attending physician will have access to blood pressure, heart rate, blood sugar levels. Patients who have entered into a voluntary medical insurance contract will be able to use devices for disease prevention.
Anonymized data on the state of health of citizens will be automatically transferred from personal devices to information systems of medical organizations. If the indicators from the PMP device deviate from the norm set by the attending physician in each individual case, the patient and the doctor will receive a signal about the onset of a critical situation requiring a response.
Thus, the digital innovation being tested in the EPR will ensure not only the detection of diseases in citizens at an early stage, but will also significantly reduce the mortality of the population as a result of the timely provision of medical care to patients.
“The remote monitoring service using special devices will be relevant for people with chronic diseases, limited mobility and the elderly. The introduction of information and telemedicine technologies will make it possible to strengthen control over the health status of the population of large cities and in remote, hard-to-reach settlements,” says Maxim Kolesnikov, Deputy Minister of Economic Development.
The Ministry of Economic Development received a corresponding initiative proposal to establish an EPR from JSC United Instrument-Making Corporation. The proposal will be considered jointly with the Russian Ministry of Health in the near future.
