To reduce the administrative burden on business, on July 6, 2022, the State Duma of the Russian Federation adopted in the 3rd reading a draft law on amendments to the Code of Administrative Offenses of the Russian Federation.
The bill proposes:
- establish a warning as the first measure for all subjects of administrative responsibility for the first offense committed;
- reduce the fines to the minimum amount in the case of an administrative violation, if harmful consequences are prevented, or the damage caused is voluntarily compensated;
- to establish administrative responsibility for obstructing the legal activities of businessmen's rights commissioners in the constituent entities of the Russian Federation and to secure the possibility of their participation as a defense counsel in proceedings on an administrative offense in the field of entrepreneurial activity.
