The Deputy Prime Minister of the Republic of Tatarstan - Minister of Economy of the Republic of Tatarstan Midkhat Shagiakhmetov reported on the main activities within the framework of the activities of the working group of the Operational Headquarters for ensuring sustainable development of the economy. The meeting was held by the Prime Minister of Tatarstan Alexei Pesoshin.
The Minister of Economy said that the situation in terms of commodity stocks in the food market of the republic is stable. The volume of basic goods in retail chains and distribution centers is sufficient to meet demand. The food supply of the population of the republic is under the constant control of the Working Group of the Operational Headquarters.
On-site monitoring of backbone organizations continues. Enterprises remain at risk. During the week, 6 enterprises of the republic included in the federal list of backbone organizations were considered. Concrete solutions have been developed for existing problems, taking into account existing measures of state support.
Among the measures to address the issues of purchasing imported products, there is a program of concessional lending for import purchases according to the approved List of priority products for imports. With the current key rate of the Central Bank of 11%, the preferential rate is 6.3%. Under this program, 2 applications were submitted to banks this week from enterprises of the republic for a total amount of 706 million rubles.
Under the program of concessional lending for the replenishment of working capital, one application was submitted by an industrial enterprise in the amount of 5 billion rubles per week. According to previously submitted applications, 1.2 billion rubles were issued.
During the current week, webinars were held for the heads of the backbone enterprises of the Republic of Tatarstan, subordinate to the Ministry of Construction, the Ministry of Transport and the Ministry of Industry and Trade on participation in the Republican Marketing Center. More than 180 backbone organizations took part, of which only 70% of organizations knew about this resource. As a result, after the webinar, an additional 65 new backbone enterprises registered at the RMC.
Work continues to replenish the catalogs of previously purchased products and proposals for import substitution. Within a week, the list of previously purchased products was replenished by 3,300 items, replacement proposals were replenished by 1,400 items.
“The work to involve small and medium-sized businesses in the RMC must be continued,” the minister emphasized.
The implementation of the annual plan for the revenue of entrepreneurs in the RMC, brought to municipal districts, amounted to 51%.
The minister also announced the implementation of federal measures to support business. Over the past week, entrepreneurs of the republic have filed 91 applications in the amount of 3.3 billion rubles. Approved for the week 47 applications in the amount of 1.2 billion rubles. During the week, the largest involvement in federal support is observed in Atninsky, Menzelinsky, Agryzsky, Kaibitsky and Tetyushsky municipal districts.
As part of the republican measures, 40 applications for 75.4 million rubles were submitted over the past week. Approved for week 22 for 30 million rubles. During the week, the greatest involvement in republican support is observed in Zainsky, Agryzsky, Arsky, Nurlatsky and Tetyushsky municipal districts.
Also, Midkhat Shagiakhmetov reported on the implementation of national projects. To date, a limit of 32.7 billion rubles has been set for the implementation of activities of national projects in the Republic of Tatarstan. In May, an additional 3.0 billion rubles were allocated as part of the Safe High-Quality Roads national project and 284.0 million rubles under the Tourism and Hospitality Industry national project. Of the total limit, 23.9 billion rubles are subject to contracting, it is planned to conclude 508 contracts. To date, 93% of the planned amount has been contracted, and 77% of contracts have been concluded in terms of quantity.
The minister added that in the current conditions, the promptness of the implementation of all planned activities is important. The absence of concluded contracts slows down the flow of federal funds to the budget of the Republic of Tatarstan. Proposals have already been repeatedly voiced at the federal headquarters on the withdrawal from a number of regions of the reserve fund of the limits provided for the implementation of national projects on uncontracted activities.
“In this regard, colleagues from relevant ministries need to complete this work no later than July 1,” the minister said.
