The situation in terms of commodity stocks in the food market of the republic remains stable. Control continues. This was stated by Deputy Prime Minister - Minister of Economy of Tatarstan Midkhat Shagiakhmetov at a republican meeting in the House of the Government of the Republic of Tatarstan.

The meeting via videoconferencing with all municipal districts was held by the President of Tatarstan Rustam Minnikhanov.

Today, the issue of import substitution remains the most relevant for enterprises, the minister noted. The Ministry of Industry and Trade of Russia, within the framework of the Decree of the Government of the Russian Federation, has developed a list of popular original foreign-made goods that are allowed to be imported into the country without the consent of the copyright holders - the so-called parallel import. “The sectoral ministries of the republic, together with enterprises, need to study this list and, if necessary, send proposals to the sectoral federal ministries,” said Midkhat Shagiakhmetov.

He recalled that the organizations of the republic need to make the most of the opportunity to replace imported goods through the Republican Marketing Center. During the week, the municipalities additionally identified and transferred to the RMC over 1,000 new items of previously purchased imported products.

As for the occupancy of the catalog of proposals for substitution, during the week the municipalities additionally identified and submitted to the RMC 673 items of products manufactured by entrepreneurs.

At present, the List of backbone organizations of the Russian economy includes 59 organizations of the republic. Another 32 enterprises are under consideration by the federal authorities. The minister said that 3 applications worth 4 billion rubles were approved for preferential loans during the week. 1.5 billion rubles were issued in a week.

This week, the Government of the country launched new programs of concessional lending to backbone organizations of the transport complex, information technology, construction and housing and communal services. The terms of the program of concessional lending for the backbone organizations of the agro-industrial complex have also been expanded. The maximum loan amount for them has now been increased from 5 to 7 billion rubles.

Over the past week, 343 applications for 3.8 billion rubles were submitted as part of federal measures to support small and medium-sized businesses. 239 applications for 1.8 billion rubles were approved. According to the republican programs, 50 applications for 70.5 million rubles were submitted during the week. 35 applications for 29.2 million rubles were approved.

The Minister added that earlier a number of enterprises identified risks for the timely supply of used raw materials, materials and components, as well as finished products for consumers. In many ways, these risks are associated with cargo transportation through Russian Railways. This week, meetings were held with the leadership of the Kuibyshev and Gorky railways. Russian Railways decided to use additional locomotives and increase the staff for timely unloading at stations.

In conclusion, the Minister of Economy spoke about the development of TASED. According to the results of the first quarter of this year, 7 companies became TASED residents. The total number of residents increased to 124 units. In the first quarter, they invested 2.8 billion rubles and created 375 new jobs. In general, the volume of investments in TASED reached 44.4 billion rubles, 20.4 thousand jobs were created. Also, for the first quarter, residents launched 4 production facilities. A total of 79 production facilities have been launched, Midkhat Shagiakhmetov said.

To address issues of import substitution, the minister called on the municipalities to make the most of the resource for replacing goods on the basis of the Republican Marketing Center. To resolve financing issues, you can use the existing support measures of the Single-industry Towns Development Fund and a new support measure - a loan guaranteed by VEB.RF. In addition, anti-crisis measures to support SMEs are provided.

“Despite the completion of a 3-year grace period for insurance premiums for all TASED of the republic, TASED remains an attractive platform for the implementation of investment projects and significant tax benefits remain for residents,” Midkhat Shagiakhmetov added.
