In Tatarstan, the volume of retail sales of durable products decreased compared to the beginning of March, when there was a maximum boom. Compared with this period, the demand for sugar and salt fell 3.5 times, for flour and rice 3 times, for vegetable oil 2.8 times. This was announced today by the Deputy Prime Minister of the Republic of Tatarstan - Minister of Economy of the Republic of Tatarstan Midkhat Shagiakhmetov at a meeting in the Government House of the Republic of Tatarstan, speaking with a report on the implementation of measures to ensure sustainable development of the economy of the Republic of Tatarstan. The meeting was held by the President of the Republic of Tatarstan Rustam Minnikhanov.
Analysis of streaming data from cash registers provided by the Federal Tax Service of Russia indicates a stabilization of demand in the retail food market. Against the backdrop of the normalization of demand, retail chains are beginning to lift most restrictions on the sale of goods in one hand.
Midkhat Shagiakhmetov recalled that agricultural fairs have been held in the cities of the republic since March 19. “Despite the fact that the level of demand in retail chains is stabilizing, the increased volumes of supplies for a number of positions will be maintained,” the minister said.
Midkhat Shagiakhmetov stressed that the Ministry of Industry and Trade, together with the municipalities, continues daily monitoring of commodity stocks in retail chains. In addition, ensuring the stability of commodity stocks is under the constant control of the working group of the Operational Headquarters.
“The volume of basic goods in stores and distribution centers is sufficient to meet the demand of the population of the republic. Trade enterprises are provided with essential goods,” the minister added.
“You have done a very good job with suppliers, with federal networks. Keep this topic under control,” President of the Republic of Tatarstan Rustam Minnikhanov instructed.
In pharmacy chains, daily operational monitoring of the availability and prices of the assortment minimum is carried out. Commodity stocks of medicines for budget purchases in the republic range from 2.6 to 5.2 months in the amount of 5.2 billion rubles.
The monitoring of backbone enterprises continues. To minimize risks and ensure the smooth operation of enterprises, it is necessary to use the opportunity to participate in federal support measures to the maximum. The backbone enterprises of the Republic of Tatarstan, included in the federal list, submitted 14 applications for preferential loans. Approved for a week of loans in the amount of 12.4 billion rubles.
“Currently, the federal list includes 49 organizations of the republic, including 18 additional ones included in the last two weeks. Another 55 enterprises are under consideration by the federal authorities,” the minister added.
To ensure the smooth operation of enterprises today, import substitution is the most important, the minister stressed. To address this issue, the platform for import substitution based on the Republican Marketing Center has been improved. During the week, 2.5 thousand new positions of previously purchased imported products were revealed.
To maximize the use of the resources of the RMC, this week the Ministry of Economy jointly with the State Procurement Agency of the Republic of Tatarstan is conducting training seminars.
During the week, 118 applications were submitted for granting credit holidays in the amount of 1.7 billion rubles. Approved 81 applications for the amount of 1.5 billion rubles. In 12 districts, there is a lack of applications for this program.
The implementation of preferential business lending programs continues. Thus, under the Investment program implemented by the SME Corporation, 38 applications were submitted for the amount of 400 million rubles during the week. Under the Revolving Program implemented by the Central Bank of Russia, 289 applications were submitted for a total of 1.9 billion rubles during the week. Approved 20 applications for the amount of 0.6 billion rubles. Under the program "1764", launched by the Ministry of Economic Development of Russia a week ago, 12 applications were submitted for the amount of 504 million rubles.
In addition, this week the republican anti-crisis package of support measures was launched, which includes a set of measures, financial and non-financial programs. The package of measures provides for seven new microloans from the Entrepreneurship Support Fund, which are aimed at developing import substitution, refinancing loans with a floating rate, supporting residents of industrial parks, social entrepreneurs, exporters and the self-employed.
The Guarantee Fund of the Republic, as part of a package of measures, provides guarantees with commission zeroing for the first 6 months, as well as restructuring loans under the guarantee of the Guarantee Fund with a grace period for paying commissions up to 3 years.
Support is also provided for residents of industrial industrial parks, the self-employed, social entrepreneurs and a number of other support measures.
