Loans for small and medium-sized technology companies will become more affordable thanks to a new government support measure. The government approved rules for concessional lending for high-tech SMEs. Now high-tech companies will be able to take loans at a reduced interest rate - no more than 3%.
The maximum loan amount for investment purposes or to replenish working capital will be up to 500 million rubles for a period of up to 3 years.
Under the terms of the program, SME technology companies must meet a number of criteria. So, the amount of revenue for the last calendar year cannot be less than 100 million rubles, the cumulative average annual growth rate (CAGR) of revenue is from 12%, it is necessary to have registered rights to the results of intellectual activity (for example, a patent). The program will be implemented by the SME Corporation with the participation of industry and regional experts who will carry out project reviews. Acceptance of applications from participants will begin in April through the digital platform МСП.РФ. Loans will be provided by the SME Bank.
In the absence of sufficient collateral to obtain a loan, the program participant can also apply to the SME Corporation for a loan guarantee.
Almost 4 billion rubles are allocated in the federal budget to subsidize preferential loans in the next three years. In 2022 - 750 million rubles, in 2023 - 1.4 billion rubles, in 2024 - 1.8 billion rubles.
The new financial instrument was launched as part of the Rise from Start to IPO federal project, which is part of the state program Economic Policy and Innovative Economy.
