The Ministry of Economy of the Republic of Tatarstan hosted a seminar on the development of competition in the field of procurement for customer organizations in the municipal districts of the republic.
In order to implement the Competition Development Standard (Decree of the Government of the Russian Federation dated April 17, 2019 No. 768-r), minimize the risks of bringing organizations to administrative responsibility and increase the transparency and competitiveness of procurement of economic entities of the republic by the Ministry, as an authorized executive body for the development of competition in the region , a seminar was organized on the practical application of Federal Law No. 223-FZ for managers and relevant specialists of customer organizations in the field of housing and communal services of municipal districts of the republic.
This measure will improve the efficiency of customers in the field of procurement, reduce the risks of bringing them to administrative responsibility.
As part of this event, questions were considered about the latest key changes in legislation, including changes related to an increase in the procurement standard from SMEs up to 25%, about the most common violations of the provisions of procurement legislation and liability for these violations in accordance with the Code of Administrative Offenses of the Russian Federation, and also on bringing procurement activities in line with the current legislation of the Russian Federation.
Thus, in order to comply with the requirements of the law, all customers under 223-FZ must reflect the conditions for the participation of SMEs in the procurement of goods (works, services) in the relevant procurement regulations.
Competitive procurement, in which only SMEs can participate, must be carried out in electronic form on selected electronic platforms of the Government of the Russian Federation.
