SME Corporation is scaling up the “umbrella” mechanism for all its guarantee activities – about 80% of guarantees will be issued within its framework. Since this year, the number of banks has increased, there are ten of them: Otkritie, VTB, Sberbank, RNCB, Promsvyazbank, Alfa-Bank, Sovcombank, SME Bank, AK Bars Bank and Zenit Bank. They cover the territory of the whole of Russia. Until the end of 2022, the mechanism, the implementation of which is overseen by First Deputy Prime Minister Andrei Belousov, will involve about two dozen federal and regional banks, follows from the plans of the SME Corporation for 2022.
This year, the rules of the "umbrella" mechanism have been amended: banks are required to reduce the rate by 0.5% for users of preferential programs, including "1764" and lending incentives. Small regional banks will also be able to take part in the umbrella mechanism - for them, the requirements for the minimum guarantee limit have been reduced to 300 million rubles. This change is aimed at further scaling and expanding the geography of the mechanism of "umbrella" guarantees.
Until the end of the year, under the guarantee of the SME Corporation, it is planned to issue loans totaling about 170 billion rubles. For the first quarter, participating banks were given a limit of 14.4 billion rubles, which will allow businesses to attract almost 29 billion rubles of credit funds. It is planned that during this period more than 2 thousand entrepreneurs will be able to receive guarantees.
The launch of the "umbrella" mechanism made it possible to increase the number of supported small and medium-sized enterprises by six times in September-December 2021 compared to the same period in 2020. At the same time, 98% of loans received are for micro and small businesses. 29% of loans were provided for investment purposes, every fourth was received by representatives of industries affected by the pandemic.
