The implementation of legislation in the field of development of small and medium-sized businesses and municipal industrial sites was discussed today at a traditional press conference in the State Council. Chairman of the Committee on Economy, Investment and Entrepreneurship Lutfulla Shafigullin, Deputy of the State Council Marat Galeev and First Deputy Minister of Economy of the Republic of Tatarstan – Director of the Department of Entrepreneurship and Competition Rustem Sibgatullin answered journalists' questions.
"Our profile committee considers the issues of legislative support for the development of small and medium-sized businesses and municipal industrial sites in the republic from one perspective or another, either as an initiative or an analysis of law enforcement, at each of its meetings," Lutfulla Shafigullin said, opening a press conference.
According to the head of the profile committee, the development of the economy largely depends on the level of development of small and medium-sized businesses. "It is small and medium-sized enterprises that are able to respond quickly to changes in market conditions and form a competitive environment in commodity markets," he said. "Today, more than a quarter of the economy is occupied by small and medium-sized businesses. In Tatarstan, more than 750 thousand people are employed in this area, which is one third of those employed in the republic's economy."
"This year, 1.2 billion rubles are provided for state support of entrepreneurship, and taking into account the capitalization of structures subordinate to the Ministry of Economy (the Entrepreneurship Support Fund of the Republic of Tatarstan and the Guarantee Fund of the Republic of Tatarstan), the total amount of support will amount to 3.55 billion rubles," said Rustem Sibgatullin, - in addition to financial programs, support measures are also being implemented within the framework of the national project "Small and medium-sized entrepreneurship and support for individual entrepreneurial initiative", formed according to 3 stages of business development - self-employed, novice and active entrepreneurs."
Turning to the topic of the work of industrial parks in the municipalities of the republic, Lutfulla Shafigullin noted that 1.500 residents are currently registered and working on the territory of industrial parks, more than 39 thousand jobs have been created. "Now it's time to address the quality of services provided at infrastructure facilities," the head of the profile committee believes, "it is necessary to increase the attractiveness of industrial sites and parks, including through the provision of tax preferences, the introduction of new support measures, and the improvement of the management system."
Industrial parks, according to Lutfulla Shafigullin, are generally in demand among businesses, but among them there are those whose load does not exceed 70%. To solve this problem, a number of legislative initiatives have been implemented aimed at reducing tax rates under the simplified taxation system, exemption from payment of transport tax and corporate property tax.
Currently, as noted by the First Deputy Minister of Economy Rustem Sibgatullin, industrial sites are being audited. A number of tax benefits have been introduced to improve the efficiency of their work. Benefits are granted to parks subject to the signing of a corresponding agreement with the Ministry of Economy. The main requirements for the sites under the agreement are to attract investment and create additional jobs. "Today we have 80 signed agreements, it is expected to bring this number to 150 in the near future, work in this direction will continue," said Rustem Sibgatullin.
Entrepreneurs will be able to assess the effect of the support measures received at the beginning of next year, when they begin to fill out tax returns. Since the adoption of laws on the provision of tax benefits, 60 new residents have started their work at 16 industrial parks.
"The adopted legislative initiatives, measures of state support for industrial parks located in rural areas will allow them to level their competitive advantages with industrial parks of large cities and reach the minimum occupancy rate of 70%, which we are striving for, which will give additional job growth in rural areas of about 7 thousand units," concluded Sibgatullin.
The introduction of amendments to the republican law on the patent taxation system, as the speakers noted, also significantly reduced the tax burden on entrepreneurs. "The law was discussed with the involvement of representatives of business, the Chamber of Commerce, deputies and experts," recalled Marat Galeev, - during the period of the UTII, the patent was used by units. However, we managed to calculate the tax for each type of activity in such a way that it was comparable to the amount previously paid by entrepreneurs of the UTII, so that the business was not infringed."
The patent taxation system, according to the first Deputy Minister of Economy, as a whole could become an alternative replacement for entrepreneurs for the unified imputed income tax abolished from January 1, 2021. The amendments introduced in December last year and May this year to the republican law on the introduction of the patent taxation system significantly expanded the list of activities in which the preferential taxation system can be used (from 82 to 90). Moreover, an additional 40% reduction in the tax burden has been established for rural settlements.
As Rustem Sibgatullin noted, if in 2020 only 3.6 thousand entrepreneurs used the patent taxation system, now it is more than 22.5 thousand.
