Dinar Shakirov spoke about digital tools to support innovators and businesses in the Republic of Tatarstan at the international forum in Sochi

As part of the section "Patent Analytics for Regions" at the International Forum "Patent Analytics as a tool for managing science, technology and innovation", Deputy Minister of Economy of the Republic of Tatarstan Dinar Shakirov made a report on digital tools aimed at supporting innovators and entrepreneurs of the Republic of Tatarstan.

The Deputy Minister of Economy of Tatarstan noted in his report the path in the formation of the regional intellectual property market that the republic has passed, having accumulated unique experience in creating infrastructure and regulatory framework, solving personnel issues, managing scientific research and commercialization of intellectual property results.

In 2011, the concept of the program for the development of the intellectual property market in the region was developed, two years later - a long-term target program "Development of the intellectual property market in the Republic of Tatarstan for 2013-2021". Its further continuation - the subprogram within the framework of the state program "Economic development and innovative economy of the Republic of Tatarstan for 2014-2024", has become a comprehensive tool for regional innovation support.

Dinar Shakirov said that the program is aimed at developing state policy in the field of intellectual property, improving the management of intellectual property rights, ensuring technology transfer and stimulating inventive activity in the Republic of Tatarstan. It is the first program in Russia for the development of the intellectual property market, which has no analogues.

The results of the events were an increase in the number of applications for intellectual property objects in Tatarstan. In terms of the number of applications filed for intellectual property objects and security documents issued, the republic took 1st place in the Volga Federal District. During the implementation of the subprogram in 2016-2020, applicants from Tatarstan submitted 89 international applications to Rospatent under the PCT system (international patent cooperation treaty), 30 of which, despite a difficult year due to the pandemic, were filed in 2020, which is 57% higher than last year.

In 2019, Tatarstan was also the first of the subjects to sign a trilateral agreement with the Ministry of Economic Development of Russia and Rospatent on cooperation in supporting the development of intellectual property in the republic.

To support the inventive community in the region, a network of Technology and Innovation Support Centers (hereinafter referred to as TISC) is actively developing. Now the regional network of the TISC is the largest in the country and unites 22 organizations.

According to the speaker, patent analytics is an important tool for business to identify global trends in technology development, assess the competitiveness of companies, determine their point of growth, the most promising areas for R&D, modernization and improvement of production.

"The understanding that a high–quality patent portfolio, the availability of foreign patents and a competent strategy for intellectual property protection, as well as the introduction of patenting to the digital level - today almost all participants in innovative business have," the speaker stressed.

Next year in Tatarstan has been declared the year of digitalization and digitalization of the intellectual property sphere has been identified as a priority task.

Last year, a regional Competence center in the field of intellectual property was established in the republic on the basis of the Tatarstan Central Research Institute, which is assigned a special role in automating the management of the development of innovative activities and the regional intellectual property market.

At the same time, the first basic element of the regional intellectual property management system was the Unified System of State Accounting and Storage of R&D results of the Republic of Tatarstan, created in 2010 by the decision of the Government of the Republic, which is the main instrument of state regulation of this sphere. The system is a set of interrelated elements of information exchange, including a single register and databases of R&D results.

Another development of the region, which the speaker focused on, is the information and analytical automated system "TATPATENT", which was created in order to ensure the national security of the republic in the field of economic development and increase the investment attractiveness of the region.

In 2020, the TATPATENT System received recognition at the Forum "Strong Ideas of the New Time" of the Agency for Strategic Initiatives (entered the list of TOP 1000 among 14767 ideas). Interest in the practice was shown from 22 regions.

It is a single stimulating platform for the accumulation and exchange of information on the results of intellectual activity, designed to assist inventors and innovators, as well as large and small businesses in creating and launching innovative solutions and promising projects, in compliance with the principle of "one window".  

With the use of TATPATENT and with the participation of project managers of the project office in 2020, methodological support was provided to more than 300 innovative projects of applicants of the Republic of Tatarstan to the Innovation Assistance Fund. 51 technology entrepreneurs were supported. The share of startups that moved to a higher level under the FSI programs was 10%.

In the Republic of Tatarstan, a separate direction is provided for "Conducting educational events in the field of intellectual property". To date, more than 400 specialists of republican organizations have been retrained and improved their qualifications in the field of intellectual property.

"Thus, the formed legislative framework in the innovation sphere and active state support ensure the formation of favorable conditions in the Republic of Tatarstan for increasing the innovative activity of enterprises and organizations," the Deputy Minister of Economy of the Republic summed up his report.
