The Government of the Russian Federation resumes issuing preferential loans at a rate of 3% per annum

From November to December 2021, the issuance of preferential loans at the rate of 3% per annum will be resumed for SME and SONKO companies in thirty Russian banks. Cinemas, museums, zoos, sports organizations and fitness centers, sanatoriums, travel agencies, hotels, catering companies, as well as companies that organize leisure, recreation, entertainment and events - legal entities and sole proprietors will be able to receive support.

Loans at a preferential rate will be issued to borrowers who participated in the FOT 2.0 program, to SMEs established from July 1, 2020, and the SRNCO. The amount of the loan depends on the number of employees in the organization. The maximum loan amount will be calculated based on the minimum wage (12.792 rubles) for each employee for 12 months, at the same time, no more than 300 million rubles. 

It is assumed that loans with state guarantees will be issued for up to 18 months. At the same time, during the first 6 months, the entrepreneur is exempt from paying the loan and interest on it, and during the next 12 months he will be able to repay the loan and interest in equal shares. 

Since the program is aimed at maintaining employment in small and medium-sized businesses, its key condition is to maintain the number of employees at a level of at least 90%. Monitoring of compliance with the conditions will be carried out through the data of the Federal Tax Service. If the borrower company violates this condition, it will be automatically excluded from the program, and the loan rate will increase to the full market rate.

Acceptance of applications for federal support in 30 Russian banks starts from November 1.
