The Ministry of Economy of the Republic of Tatarstan discussed the implementation of changes in the legislative regulation of control and supervisory activities in the implementation of municipal control

During the meeting organized by the Ministry of Economy of the Republic of Tatarstan on October 13, 2021 via a videoconference the development and approval of the Regulations on the types of municipal control in accordance with the requirements of the new Federal Law" On State Control (Supervision) and Municipal Control in the Russian Federation were discussed.

The event was attended by the Deputy Minister of Economy of the Republic of Tatarstan and representatives of municipalities.

Natalia Kondratova, Deputy Minister of Economy of the Republic of Tatarstan, explained in her report that in accordance with federal legislation, the key legal document at the municipal level should be the Regulation on the type of municipal control approved by the representative body of local self-government. Natalia Kondratova also noted that currently the requirements of the legislation have changed and the approved municipal regulatory legal acts, in particular the Provisions on the types of municipal control, should be evaluated at the project stage of the regulatory impact.

Municipalities, in turn, reported on the organization of work on the adoption of regulations on the types of municipal control.

To date, 45 municipalities must approve regulations on the type of municipal control in relation to 4 to 7 types of control by 01.01.2022.

Let us recall that in accordance with part 4 of Article 98 of Federal Law No. 248-FL, Regulations on types of municipal control are subject to approval before January 1, 2022. At the same time, if there is no Provision on the type of municipal control before October 1, 2021, the plan for conducting planned control (supervisory) measures for 2022 will not be approved.
