Midhat Shagiakhmetov held a meeting of the working group on sustainable economic development via videoconference

Deputy Prime Minister of the Republic of Tatarstan - Minister of Economy of the Republic of Tatarstan Midhat Shagiakhmetov held a meeting of the working group on the implementation of the Action Plan to ensure the sustainable development of the economy of the region. The agenda of the meeting includes issues on priority tasks to improve the investment climate of the Republic of Tatarstan in accordance with the indicators of the National Rating, the implementation of support measures for management companies and residents of industrial parks, control and supervisory activities, financial literacy measures.

One of the main topics on the agenda of the meeting was the issue of improving the investment climate of the republic in accordance with the National Rating. Let us recall that according to the results of the National Rating announced at the St. Petersburg International Economic Forum, according to the state of the investment climate for 2020, Tatarstan confirmed one of the best results in maintaining the level of investment attractiveness and took the second place after Moscow. The national rating evaluates the efforts of regional authorities to create favorable business conditions and identifies best practices. The assessment is carried out on 42 indicators and 4 areas: regulatory environment, infrastructure and resources, institutions for business, support for small and medium-sized businesses. 

Significant work has been carried out in the region to identify business satisfaction with the services provided, business processes and the provision of services for business have been analyzed. In his speech Midhat Shagiakhmetov outlined the importance of implementing the measures of the roadmap aimed at improving the investment climate of the republic. 

The meeting also discussed the issues of submitting documents by management companies and residents of industrial parks to conclude an agreement with the Ministry of Economy of the Republic of Tatarstan. Currently, 51 applications have been submitted. Midhat Shagiakhmetov pointed out the need to conclude an agreement with the Ministry, because it is the agreement that allows entrepreneurs to take advantage of benefits and tax preferences.

Let us recall that since this year, support measures aimed at the development of industrial parks with a load below 70% have been implemented in Tatarstan.  Entrepreneurs operating on the territory of the industrial park can count on a set of measures, including exemption from payment of transport and property taxes, reduction of the rate under the simplified taxation system, reimbursement of part of electricity costs, provision of a construction loan in the amount of up to 30 million rubles for the construction of engineering and road infrastructure facilities, a preferential microloan at 4.5% per annum.   

Support measures are implemented in accordance with the concept of improving the efficiency of industrial parks of Tatarstan with low occupancy, agreed by the President of the Republic of Tatarstan Rustam Minnikhanov. The goal is to create comfortable conditions for carrying out activities on the territory of industrial parks, to help entrepreneurs reach a new level of development, to provide competitive advantages in the most remote areas of the republic, to develop the economy of municipalities of the republic, to create additional jobs.   

In addition, the meeting discussed the implementation of measures of the Federal Law "On State Control (Supervision) and Municipal Control in the Russian Federation" within the framework of municipal control. Deputy Minister of Economy of the Republic of Tatarstan Natalia Kondratova announced that 45 municipalities should approve regulations on the type of municipal control in relation to 4 to 7 types of control by 01.01.2022. 

At the end of the meeting, Deputy Manager of the Branch - National Bank of the Republic of Tatarstan Saria Sirazieva told about online lessons on financial literacy for the population, which started in Tatarstan.
